The tender procedure is called for the purpose of awarding a mixed concession of goods, services and works, for energy requalification, operation, maintenance and management of all the systems of school buildings owned by the Municipality of Taranto, to be carried out with third-party financing (FTT) pursuant to art. 2, paragraph 1, lett. m) of Legislative Decree no. 115/2008. The concession includes the following activities, all of which are the full responsibility of the concessionaire:
A) for n. 57 inadequate school buildings, the adaptation and compliance of all systems (electrical, telephone-data-information, fire-fighting, emergency, thermal, lighting, earth, atmospheric discharge, safety, etc.);
B) for n. 67 municipal school buildings: management of electrical and special systems, routine repair maintenance and computerized management of maintenance, the state of the plants and energy consumption; activities of management and planning of interventions, etc.
The overall purpose of this assignment is to outsource the regulatory compliance and maintenance and management of the plant assets of municipal school buildings owned by the grantor. The concession includes the following activities, all of which are the full responsibility of the concessionaire:
A) for n. 57 inadequate school buildings: the adaptation and compliance of all the systems (electrical, telephone-data-information, fire-fighting, emergency, thermal, lighting, earth, atmospheric discharge, safety, etc.) after favorable drafting of the necessary designs and acquisition of the opinions and authorizations required;
B) for n. 67 municipal school buildings:
- conduction of electrical and special systems including the transfer of utilities (fuels and energy) and the payment thereof,
- ordinary repair maintenance and related documental and IT management activities for maintenance, plant status and energy consumption,
- management activities and planning of interventions and management of user requests, availability and prompt intervention,
- technical support for the management of safety, maintenance and design of systems with front office for school managers and RSPPs,
- establishment of a "Manufactured Dossier",
- extraordinary maintenance and complementary additional works, at the request of the municipal administration.
The planning, plant modernization and management must take place on the basis of the minimum specifications contained in the preliminary project presented by the promoter. All activities and interventions are to be carried out through the use of third-party financing (FTT) - pursuant to art. 2, paragraph 1, lett. m) of Legislative Decree no. 115/2008 - to be awarded with the project finance institute pursuant to art. 183, paragraph 15 of Legislative Decree 50/2016, with the right of first refusal in favor of the promoter.
