A brief summary of the scope for each Lot is as follows:
Lot 1 project development and delivery — The successful framework consultants will assist and support Centro to develop and manage its project portfolio through the initial feasibility, development, detailed design, tender evaluation, contract award, implementation site supervision, and handover including the necessary supporting technical work required to achieve the successful delivery and commissioning of various public transport related projects.
Lot 2 transport planning — Consultancy support through this framework agreement will be required to supplement the work of the in house Transport Planning team. Consultants will be required to be knowledgeable in current transport modelling and appraisal guidance and best practice in scheme development as well being sensitive to the economic, social, political and environmental climate that Centro as and the ITA operates within. Consultants will also be expected to understand the transport operation environment, local transport governance arrangements and Centro's role within the transport sector. The work will require Consultants to respond to requests in a positive and flexible manner, to be proactive in their approach to issues and risks within the projects and to be able to consult and negotiate successfully with stakeholders.
Lot 3 project management and programme management office services — The successful framework consultants will be able to provide comprehensive, client-focused project management and PMO services delivered by qualified professionals with a broad range of skills, experiences and attributes to manage infrastructure, technology and sustainability projects.
Lot 4 market research and data processing — To ensure scheme delivery achieves increased public transport usage and higher levels of customer satisfaction Centro needs to understand how customers perceive the strengths and weaknesses of the public transport offer and which aspects of new scheme investment generates increased usage and value for money. Additionally, Centro needs data on patronage, journeys time and performance. This Lot will enable Centro to source a wide range of research services covering fieldwork, (including count data), electronic data capture, data entry, processing, analysis, reporting and presentation of both quantitative and/or qualitative projects.
A mini competition will be undertaken to award each piece of work, however, Centro reserves the right to make a direct award if applicable. All qualified suppliers will be invited to take part in each mini competition. The rates tendered in the Framework Agreement will be the maximum that can be charged throughout the life of the Framework.
