The English Institute of Sport (EIS) is seeking to appoint one partner to provide system development and support for its bespoke Performance Data Management System (PDMS). The PDMS started development in 2014 and has been live since April 2015. Through a process of continuous improvement; enhancements, fixes and maintenance have been performed on an ongoing basis since the go-live date. The PDMS enables elite athletes, coaches and support staff across the UK High Performance Sport system to capture, manage and analyse data relating to athlete performance.
The appointed system development partner would fulfil three main roles for the EIS PDMS: 1) Technical support (e.g. bug fixes) to the PDMS user base and ongoing system maintenance; 2) Ongoing enhancement to the system through agile design, development and testing of an EIS prioritized backlog of requirements through expert implementation of quality and appropriate technical solutions; 3) Actively support the transition of some system technical support, maintenance and enhancement to internal EIS application development staff. The appointed provider must also demonstrate the ability to provide additional capacity in order to support the development of new PDMS functionality areas and other bespoke software applications, as and when identified by the EIS.
We intend to invite tenders only from suppliers who can provide evidence of experience of developing and supporting quality, bespoke software applications using an agile approach. Specifically, the definition of application process flow and user interface design to turn an organisation defined need into a quality solution; delivery of solutions including development, testing and deployment of SQL database and web front-end and mobile applications; application maintenance and support.
