Sandefjord Municipality hereby invites tenderers to submit tenders for contracting management for a tender contest for a construction project for a new primary school in Vesterøya.
Sandefjord Municipality has decided to start the planning for a new primary school, with the intention of realising a future-orientated, functional primary school in Vesterøya.
There are three existing primary schools that are to be co-located in a new school building located in Vesterøya.
The new school is to be designed for approx. 600 pupils, and approx. 67 employees. Sandefjord Municipality has a total budget limit of NOK 460 million for 9200 m2.
Sandefjord Municipality will hold a prequalification where there will be an invitation to a contest on price and design during winter 23/24. The execution model is a competitive dialogue as a turnkey contract. The competitive dialogue is a prequalification of tenderer groups consisting of contractors, architect, and consultants. 4-6 selected tenderer groups will go forward to a concept phase. After the concept phase has ended, 2-3 groups will be selected that, together with the builder, will enter into a dialogue phase for the development of the project so that together they reach the goals the builder has for the project. After the dialogue phase has ended there will be a price contest for the projects between the 2-3 tenderer groups from the dialogue phase.
A contracting manager is wanted who will manage the work involved in holding
contest, with responsibility for the structure of the tender documentation, progress, and
who, together with the contracting authority, will plan and hold the dialogue phase with the tenderer groups. The contracting manager will have the secretariat function for the dialogue meetings. The contracting manager must have, or join up with legal competence in order to quality assure tender documents, approve legal reports, deal with any appeal, and assist with legal questions during the process.
The assignment will be run until the turnkey contract has been signed.
The tender contest will be held in close contact with the contracting authority, which will be active in preparing the terms and tender documentation.
The contracting authority will have the formal approval of this. Collaboration meetings will be held in the town hall in Sandefjord.
The builder's own project managers will follow-up the turnkey contract and the construction phase.
Tenderers must anticipate a speedy start-up of work after the contract is signed, approx. 25.10.23.
The signed contract will be based on NS 8402 general contract terms for consultancy assignments, remunerated according to hours used.
If the project is not continued due to municipal guidelines, the assignment will be ended and remunerated according to the number of hours used. Compensation will not be given for the break.
Travel costs will be paid in accordance with the government's rates.
