The climate is changing worldwide. And with it, people's living conditions change. It is already clear today that measures to adapt to the consequences of climate change are necessary. A contemporary climate policy is based on 2 pillars: avoiding greenhouse gases and adapting to the consequences of climate change, which can no longer be avoided and are already clearly noticeable today. In addition to climate protection, adaptation and precaution are important future topics for which there is not yet the necessary awareness in many areas and at different levels of our society, even if the effects are already particularly noticeable on site. There is a considerable nationwide need for information, advice and support for the increasingly important adaptation to climate change, especially among municipalities and social institutions. Prevention is imperative to avoid extensive damage to health, infrastructure and economic foundations as well as to maintain and improve our quality of life, also for future generations. Currently there are only a few institutions that can offer such an offer. At the federal level, it is important to create a well-founded, uniform and comprehensive offer and to close this gap. The Federal Ministry for the Environment is therefore acting on a transnational basis with the planned advisory center, whose services are aimed at a wide variety of actors at regional and local level. Information and knowledge should be bundled by the advice center, political goals should be conveyed, exchange platforms created, the variety of adaptation measures presented and decision-makers, actors and experts networked and help for self-help provided.
The offers and services of the advice center are based on the objectives such as the formation of knowledge as well as sensitization for and information about the topic of adaptation to climate change, the initiation of decision-making processes, training and support as well as advice and relief, including by competent climate adaptation managers * inside, the municipalities and other providers of social institutions. The possibilities for the exchange of experiences between the various actors are to be expanded, and decision-making processes and the creation of sustainable structures are to be standardized through uniform national guidelines and implemented efficiently by expert climate adaptation managers. The particular focus of the advisory center is on guiding information and advice on existing funding guidelines and offers for climate adaptation at federal and state level. This and the above-mentioned offers and services result in the following work packages to be provided for the future advice center "Together climate-fit for the future":
Work package 1: Establishment of the advice center
The contractor is entrusted with the establishment of an advice center "Together climate-fit in the future", which acts as a nationwide central point of contact for all questions of adaptation to climate-related loads and the consequences of climate change for municipalities and other social agencies Understand institutions and climate adaptation managers. The contractor should set up and present the spatial, technical and personal infrastructure for a comprehensive range of information, advice and education. The advisory center should be able to work within 6 months if possible.
Work package 2: Advisory service
Particularly in regions that are particularly affected by climate change or structurally weak regions, the development of knowledge as well as the need for information and advice should be given priority and lead to a swift application for the funding guideline "Climate adaptation in social institutions" and the implementation of on-site investment measures and the development of overall concepts . An initial consultation of the municipalities as well as other organizations and foundations, individual institutions as well as associations and other actors in the social and educational sector, which if possible leads to the application, should be ensured as early as 3 months after the conclusion of the contract for the establishment of the advice center. The offer is intended to enable decision-makers to determine the further procedure through comprehensive concepts through to concrete adaptation measures and sustainable structures and to identify possible solutions through imparted knowledge on questions of climate adaptation. The advice should include general content-related aspects (determination of the initial situation, selection of short-term investment measures, initiation of the application for suitable funding modules from the above-mentioned current funding guidelines), as well as questions of staffing and financing and the creation of sustainable structures (e.g. establishment, mediation of Climate adaptation managers, accumulation of funding programs, additional financing options, amortization calculation etc.) or questions of press and public relations. The advice center does not provide advice on specific individual measures on site; For this purpose, a climate adaptation manager or an external consultant can be arranged by the advice center.
Work package 3: Information offer and public relations
The advice center ensures that information on the subject of climate change adaptation in social institutions and in municipalities as well as on the company's own activities or the BMU, such as the new funding guideline “Climate adaptation in social institutions”, is distributed in a timely manner. In addition, the advice center provides information in various formats on the funding guidelines “Climate Adaptation in Social Institutions” and the funding guidelines “Measures for Adaptation to Climate Change” with reference to other public funding programs in the area of climate change adaptation at federal and state level. In addition, the high-profile presentation of the advice center at third-party events is ensured by holding lectures on the work of the center, on various federal funding programs and project examples.
Work package 4: Educational offers for climate adaptation managers
In order to support municipalities and other social institutions and beyond, the function or work of climate adaptation managers is becoming considerably more important. The advice center is therefore intended to provide nationwide uniform basic knowledge and background information for adaptation managers in the context of seminars that contribute to capacity building and the standardization of procedures. This is to ensure that decision-making processes for climate adaptation measures in municipalities and other providers of social institutions with the support of climate adaptation managers can be well-founded and standardized and their implementation can be designed more effectively.
Work package 5: Networking and exchange of experience
In order to make advice and the exchange of experiences between municipalities and other providers of social institutions up-to-date and effective, to promote and to increase the multiplier effect, the advice center is designed for intensive exchange and broad networking with as many actors as possible, such as associations, religious communities and foundations , Associations, non-governmental organizations as well as environmental and nature conservation associations and initiatives, climate adaptation managers and other experts. The support of the supraregional exchange of "best practices" of the relevant decision-makers *, other actors such as climate adaptation managers * and other multipliers in the municipalities and other providers of social and educational institutions is of particular importance. Therefore, if possible, a round table of representatives should be set up by the end of the first year. Work package 6: Support to the BMU
The establishment and organization of the work of the advice center as well as in the further course of the project requires very close cooperation, among other things in the form of short-term, personal discussions, as well as a high degree of communication and coordination between the advice center and the BMU. In addition, the advisory center contributes to the development of strategies for further adaptation to the consequences of climate change in municipalities and social institutions as well as other areas of particular social relevance in Germany. It supports the BMU in external communication on the subject of adaptation to climate change and in networking with important actors at different levels. Furthermore, it supports the BMU by developing recommendations for the further development and, if necessary, expansion of the funding guidelines “Climate Adaptation in Social Institutions” and the funding guidelines “Measures for adaptation to the consequences of climate change”.
