The assignment concerns the development and associated management and maintenance services of CAELUS, a solution to replace the current Lden Tool with which noise calculations must be made in the context of the control of noise from fixed-wing aircraft and helicopters around regional airports in the Netherlands. These calculations are used for the purpose of drawing up an Airport Decree and for monitoring and enforcing noise around airports.
The solution to be developed must be delivered and can be managed by the Client as of 1 January 2025. If necessary and made demonstrable in writing by the Contractor, the delivery period can be extended by a maximum of three (3) months (see requirement NF-85 PvE). CAELUS (Central AnalysE Port Emissions Software)The carefully estimated value of the contract is set at €1,342,400 excl. VAT. This value is based on calculations by an externally involved, excluded for this Tender, working group and historically incurred costs from delivery of the Lden tool to expected phase-out.
For the development of the custom solution, an amount of € 500,000 excl. VAT. For management and maintenance, the Contracting Authority assumes 15% of the initial costs per year. During the development of the solution, no costs are incurred for management and maintenance.
The deployment of the solution is based on a distributed cloud computing environment made available by the Contractor. The estimated costs during the entire term including option years are estimated at approximately € 167,400 excl. VAT.
