The Kent Police and Crime Commissioner (the ‘Contracting Authority’) in collaboration with the Police and Crime Commissioner for Essex (the ‘Related Authority’) intends to procure an integrated software solution for mobile devices. This procurement forms part of a wider mobile police working programme, the objective of which is to establish a single infrastructure and support environment for rollout of mobile technology across the two policing bodies.
The purpose of this competition is to establish a single supplier Framework Agreement, with an initial term of two (2) years, and the ability to extend by one or more periods up to a further aggregate of two (2) years. The call-off contracts under the Framework Agreement for Mobile Applications shall be based on the Crown Commercial Service model services contract and will be for up to six (6) years' duration, made up of an initial term of four (4) years plus the ability to extend by one or more periods up to a further aggregate of two (2) years.
The Contracting Authority and the Related Authority intend to sign call-off contracts contemporaneously alongside the Framework Agreement. Whilst there has been no indication of other firm commitment at this stage, the following policing bodies are named on this notice in order to entitle them to use this Framework Agreement as the basis for a contract during the framework term, should they so wish:
—Police and Crime Commissioner for Norfolk.
—Police and Crime Commissioner for Suffolk.
—Police and Crime Commissioner for West Mercia.
—Police and Crime Commissioner for Warwickshire.
—Police and Crime Commissioner for Cambridgeshire.
—Police and Crime Commissioner for Hertfordshire.
—Bedfordshire Police and Crime Commissioner.
—North Wales Police and Crime Commissioner.
—Police and Crime Commissioner for Lancashire.
—Police and Crime Commissioner for Surrey.
—Sussex Police and Crime Commissioner.
The minimum requirements are for a supplier to deliver new software for mobile devices that:
— Enables a more efficient method of working, increases the pace of business change and provides other business benefits (including higher staff satisfaction levels);
— Joins multiple data sources in real time providing accurate, fast information to the frontline;
— Facilitates communication between officers, staff and the public;
— Removes any requirement for use of non-approved devices in operational policing;
— Represents a secure managed solution that does not require the use of silo applications; i.e. a single operating system that drives all functions from a central point and shares data between functions; and
— Provides a robust solution that meets current business need whilst being agile enough to develop as the strategic vision matures and technology advances.
The specific scope is for a range of applications, supporting server infrastructure and interfaces suitable for mobile (e.g. web/smartphone/tablet) use and linking to designated back-office systems, both locally and nationally. Key operating principles for the solution are that it must:
— Be person/investigation-centric and not system driven;
— Never require re-keying of data;
— Allow immediate access to relevant data to support optimal decision making;
— Enable real time data exchange;
— Utilise standardised business processes; and
— Be available at all times.
The value of the Framework Agreement is estimated to be between 3 000 000 GBP and 6 000 000 GBP for the Contracting Authority and the Related Authority and an additional 4 000 000 GBP to 32 000 000 GBP for every other named policing body calling-off under the Framework Agreement. The Framework Agreement could therefore potentially reach a value of approximately 38 000 000 GBP, depending on the number of call-off contracts awarded.
