The Swedish Film Institute needs support through parts or all of the procurement processes. Procurement support can cover both longer and shorter periods of time. This support may consist, for example, of advice in the process of procurements and call-offs, advice and quality assurance of tender documents, award decisions, agreements and appendices, review and advice in the development of new steering documents, routines, templates and processes for procurement, as well as other support in procurement administration. Furthermore, the Swedish Film Institute is in need of qualified advice in other respects linked to procurement issues.
The work must be able to be carried out both remotely and on site in Stockholm.
No guarantees can be given regarding volumes or the possibility of obtaining a certain number of assignments. The total volume is difficult to determine. The Swedish Film Institute's costs for consultancy services are estimated to exceed the limit for direct procurement according to the Public Procurement Act or to be close to that limit each year.
The Swedish Film Institute procures goods and services in accordance with the Public Procurement Act, where services account for a majority in terms of both number of procurements and volume. The Swedish Film Institute places call-off orders from the Legal, Financial and Administrative Services Agency's framework agreements when these framework agreements are applicable. The Swedish Film Institute also conducts its own announced procurements below and above the threshold value, as well as various types of competitive tendering (e.g. through direct procurement and call-offs from framework agreements), which means that the Supplier can receive assignments of varying scope that require different types of procedures. In some cases, procurements in accordance with LUK have also been carried out.
Tender responses are submitted by filling in the attached Request for quotation. The RFQ is designed as a form for the tender. The requested answers and reports are submitted in the check boxes and answer boxes of the tender form. If certain reports are extensive, the Supplier may provide this in a separate appendix. The name of the appendix is then indicated in the answer box and the appendix is attached to the tender.
