The client intends to exchange the existing radiological information system. For this purpose, this “negotiated procedure with public participation competition” takes place in accordance with the requirements of the Public Procurement Ordinance (VgV). This competition is intended to search for qualified bidders who - after fulfilling the conditions of participation - receive the tender documents for the preparation of qualified offers in the second stage of this competition.
The plan is to use a future-oriented RIS, which communicates with the other medical software systems in the heterogeneous IT environment of the German Heart Center Munich via standardized interfaces (FIHR, HL7, etc.). In addition to the direct interfaces to the systems (e.g. KIS CGM medico), it is also necessary to connect to the existing OpenLink communication server.
The award documents include the evaluation criteria for the offer evaluation, the quantities and service descriptions, the mandatory criteria for meeting the “mandatory criteria” of the relevant funding facts of the Hospital Future Act.
In order to receive the documents in stage two, it is mandatory to conclude the attached non-disclosure agreement. In addition, the following specifications of the client must be fully accepted in order to participate in the competition.
The client has set itself the goal of procuring a new, modern and future-oriented radiological information system in order to quickly become fully digital in information technology, especially in the medical and nursing sectors, after realizing all KHZG projects. This combined with optimizations in accelerated diagnosis, therapy and healing. The RIS is intended to form an integrative solution with the existing subsystems or, if necessary, to be integrated.
Integrate existing and future subsystems and map interoperability.
Due to the necessary changes in the area of information technology at the German Heart Center in Munich and the lack of compatibility of the existing system with the new software, there is a high level of urgency. For this reason, the possibility of a shortened participation period is used.
The entire project must be implemented in 2022.
The sending of the offer documents for the selected bidders of the competition is scheduled for March 14, 2022.
Evaluation criteria for tenders:
- Incomplete offers will be excluded from the competition
- Evaluation of tenders according to the evaluation criteria set out in the tender documents in a ratio of 60/40 (60% performance; 40% price)
- Evaluation of the performance according to the information in tech. Questionnaire
The technical question catalog contains so-called “MUST criteria”; these are marked. Failure to meet one of these criteria will result in exclusion from the procedure.
All other criteria are “CAN criteria” and are evaluated with the specified score if they are met.
