Description:
The provision of the reception and management of municipal waste from the Selective Collection Point of Municipal Waste to the Department of Municipal Services in Mikołów

collection, transport and management of waste (recovery or disposal) demonstrated by 3 parts:

The order includes:

transport of waste by vehicles of the Contractor, equipment of the Ordering Party with appropriate containers, containers — applies to part. I and II), marking of containers, containers — (applies to part. I), execution of the order in accordance with applicable laws, collection of waste successively as it accumulates on PSZOK after the notification of the Ordering Authority, weighing of transport units on a legalized weight, waste management (transfer of waste to the recovery plant or disposal of waste or to a waste collector).

Detailed description of the subject of the contract in each part, a description of the requirements of the contracting authority in terms of execution and acceptance shall specify:

- description of the subject of the order — Appendix No 1.1-1.3to the SWZ,

- proposed provisions of the agreement — Annex 4.1-4.3 to the SWZ.

PART I — collection, transport and management of the following municipal waste from the Selective Municipal Waste Collection Point (PSZOK) operated by the Municipal Services Department in Mikołów

Reception of waste with codes: 150101, 150102, 150107, 160103, 170107, 170380, 170604, 170904, 200110, 200114*,200121*, 200125, 200126*, 200127*, 200132, ex200199, 200201, 200307

1.The transport of waste will be carried out by the following vehicles:

a) trucks with a maximum permissible weight of up to 26 tonnes, equipped with a hook loading system, suitable for loading, unloading and transporting containers with a capacity of 12 to 36 m3,

(b) trucks of a permissible total weight of up to 26 tonnes, equipped with a gate loading system (the so-called gate), equipped for loading, unloading and transporting containers of up to 7 m3 capacity.

(c) vehicles for the transport of hazardous waste, equipped with a self-loading system (elevator) for the transport of pallets, big bags and waste containers.

All vehicles indicated above shall meet emission permissible standards— at least EURO 4

2. Before starting the service, after agreement with the Ordering Authority, the Contractor will deliver to the site of the Selective Municipal Waste Collection Point at Dzieńdziela Street 44 containers, as well as containers for collecting waste supplied by residents. The number of containers and containers will be determined on an ongoing basis according to your needs. The maximum number of containers set will be: containers with a capacity of 5 m3 - 2 pcs., with a capacity of 7 m3 - 1 pcs. sealed, closed for clothing, with a capacity of 12 m3 - 2 pcs., with a capacity of 36 m3 - 6 pcs. The Contractor shall indicate the method of collection of waste (item 10-15,17 table) and equip the Ordering Party with the necessary equipment and equipment (e.g. containers accepted by installations, pallets, barrels, labels, tape, strech film).

3.The Contractor shall be required to label containers/containers with information containing the waste code — background plate white digits of black color with a height of a minimum of 20 mm and a line width of a minimum of 3 mm.

4.The Contractor is obliged to manage selectively collected municipal waste in waste recovery or disposal installations, in accordance with the waste management hierarchy

5.The Contractor is obliged to carry out the subject of the contract in accordance with the BDO - Waste Act.

6.The collection of waste from PSZOK in Mikołów will take place after the issue of KPO cards.

7.The Contractor is obliged to achieve, in relation to the mass of received municipal waste, the level of recovery, preparation for reprocessing and recycling, in accordance with the applicable regulations.

8.If, for any reason, the installations do not guarantee the achievement of the required relevant regulations levels of recovery, preparation for reprocessing and recycling, the Contractor without the participation of the Contracting Authority, shall pursue all claims directly from the entities conducting these installations

9.Receipt of waste from the PSZOK will take place from Monday to Friday from 6:00 - 19:30. It is possible to collect waste at other hours and on Saturday after each time arrangement with the Ordering Party.

10.The Contractor's duties will be to collect the relevant waste fraction in accordance with previous telephone arrangements confirmed at a later time by email sent by the Contracting Contractor, taking into account the extent and timing of the collection of the waste.

11.The contractor is obliged to load freight for carriage on his own

12.The contractor is obliged to receive filled containers, pallets, containers

designed to collect waste with simultaneous substitution on the same day of empty containers, pallets, labels, stretch film and containers to provide the Ordering Party with a continuous and uninterrupted opportunity to collect waste.

13.The Contractor is obliged to weigh the equipment unit on a weight of 12 m long before and after loading the waste.

14.The Contractor is obliged to properly deploy the load on the vehicle so that there are no failures in the course of the carried out transport (pressure on the vehicle axle, DCM) in relation to the planned route.

PART II — collection, transport and management of waste code 16 01 03 (tyres other than from passenger cars)

1.The subject of the order is the collection, transport and management of the following waste with codes 160103.

2. The transport of waste will be carried out by truck with a maximum permissible weight of up to 26 tons, equipped with a hook loading system, suitable for loading, unloading and transporting containers up to 36 m3. The vehicle shall meet the emission limit standards — at least EURO 4.

3. On the day of performing the service, after agreement with the Ordering Authority, the Contractor will deliver a 36 m3 container to ZUK at Dzieńdziela 44.

4.The Contractor is obliged to carry out the subject of the contract in accordance with the BDO - Act of 14 December 2012 on waste (i.e. Journal of Laws 2022, item 699 as amended).

5.Receipt of waste from the ZUK base will be possible from Monday to Friday from 6:00 - 14:00.

6.The Contractor's obligations shall be the collection of waste in accordance with previous telephone arrangements confirmed at a later time by e-mail sent by the Ordering Party, taking into account the scope and timing of the collection of waste.

7.The Contractor is obliged to independently load the cargo intended for transport.

8.The Contractor is obliged to weigh the equipment unit on a weight of 12 m long before and after loading the waste.

9.It is incumbent on the Contractor to properly distribute the load on the vehicle so that there are no failures in the course of the carried out transport (pressure on the vehicle axle, DCM) in relation to the planned route.

PART III — collection, transport and management of waste codes 20 03 03, 17 01 07, 17 01 81, 17 05 04 originating from the activities of ZUK in Mikołów

1.The subject of the contract is the collection, transport and management of the following waste codes 170107, 170181, 170504, 200303.

2.The transport of waste will be carried out by trucks adapted for the transport of waste (maximum loading height 3.2 m). Vehicles should meet emission limit standards — at least EURO 4

3.The Contractor shall each time be obliged to weigh the weight of the vehicle with the load on the premises of the Ordering Party.

4.The Contractor assumes all duties of the shipper within the meaning of the Act of 15 November 1984 Transport Law (i.e. Journal of Laws of 2020, item 8).

5.The Contractor's obligations shall be the collection of the appropriate fraction of waste according to previous telephone arrangements confirmed at a later time by e-mail sent by the Ordering Party, taking into account the scope and timing of the collection of waste.

6.The Contractor is obliged to carry out the subject of the contract in accordance with the BDO - Act of 14 December 2012 on waste (i.e. Journal of Laws 2022, item 699 as amended)

7.The contractor is obliged to weigh the equipment unit on a weight of 12 m long before and after loading the waste.

8.The Contractor is obliged to properly deploy the load on the vehicle so that there are no failures in the course of the carried out carriage (pressure on the vehicle axle, DCM) in relation to the planned route.

9. The collection of waste from the ZUK base will be from Monday to Friday from 6:00 to 19:30.
