The Government is working towards a digital public sector across administration levels, using technology to solve assignments in new ways, and allowing data-driven innovation. Other and greater requirements will be required from the digital infrastructure in order to serve society's future needs. In the future geographical information will be increasingly used through integrated and uniform digital services, which will say something about where everything is, what is happening, and how everything is connected.
The Norwegian Mapping Authority would like to enter into an agreement with a tenderer that can assist our digital transformation and cover all stages of the modern IT functional area.
The Norwegian Mapping Authority has defined the 3 most important strategic goals;
- As the national geodata coordinator, the Norwegian Mapping Authority is the initiator for Norway being a leading force in the use of geographical information.
- We develop the geographical infrastructure through cooperation to be a joint digital twin as a basis for a sustainable society.
- We make it easy to gather, process, and share located information.
In order to realise these goals, the Norwegian Mapping Authority needs access to competence and capacity, both strategic, tactical, and operative.
The Norwegian Mapping Authority wants to enter into an agreement with one provider who will assist with capacities in the mentioned fields. The assistance shall support our digital transformation and cover all phases for the entire field of a modern IT function.
A sub-goal in the Norwegian Mapping Authority's strategy is 'we gather and process located information, including through the use of artificial intelligence for the benefit of value chains and administration organisations'. It is therefore important to us that the tenderer can give us good advice within this area.
The intention of this framework agreement is to ensure strategic, tactical, and operative cooperation between the Norwegian Mapping Authority and the tenderer. There is a need for a tenderer that has very good competence in how business models can be further developed by exploiting new technological possibilities within working forms, tools, and platforms. The tenderer must have good competence in what changes and trends are going on within the IT profession and technology subjects, and enabling the contracting authority to use these opportunities.
Some assignments may require consultants to be cleared to the level of "confidential".
Two main areas that we envisage covering by such a strategic, tactical, and operationalising agreement are:
- Strategic and tactical advice/consultancy service
- Reinforcing the development capacity
