The subject matter of the award procedure is the necessary planning and construction work for the construction of the new multifunction guest house consisting of apartments for guest professors and guests, premises for the Center for Scientific Continuing Education (ZWW) and offices based on a functional specifications (FLB).
The client, the Foundation Mainzer Universitätsfonds, is an independent, legal, non-profit foundation under public law. With the aim of creating rooms for guest professors' apartments and guests of the Johannes Gutenberg University (guest house), the Center for Scientific Continuing Education (ZWW), as well as offices, the client intends to build a corresponding building.
The multi-function guesthouse is to be located on the campus of the Johannes Gutenberg University Mainz (JGU), in particular the part of the property still to be surveyed from the site Gemarktung Bretzenheim, hall 14, no. 385, the corner Wittichweg / Joh.-Friedrich-von-Pfeiffer-Weg (hereinafter referred to as "land"). The property is owned by the state-owned company "Liegenschafts- und Baubetreuung" (LBB), which has granted the client a leasehold on the property. The property is currently under construction with the previous Visiting Professors' House (building 1171). The existing building will be demolished in advance. The demolition should not be done by the general contractor.
According to the space program, the event, office and adjoining rooms for the center for scientific further education (ZWW) will be located in the ground floor and first floor on an area of approx. 761 m2 GIF. The office space is expected to be located on the 1st and 2nd floor on a total of approx. 295 m2 GIF. The actual guest house with 30 apartments as well as adjoining rooms should be settled in the 2.- 6. OG on approx. 1.790 m2 GIF.
Upon conclusion of the contract award procedure, the contractor should be assigned the so-called first stage "Planning phase up to approval planning". A planning in the sense of a preliminary draft or design planning up to the approval planning does not exist and is to be created by the contractor including all necessary and relevant planning disciplines in this 1st stage of the contract. The contractor should therefore draw up a complete planning up to the approval planning on the basis of the present functional specifications. In the planning process, compliance with the cost target as well as the deadlines is of paramount importance. For this reason, the overall planning must be geared to the cost target agreed for the project ("design to cost"). The attainment of the specified cost target, taking into account the qualitative and quantitative requirements, is a prerequisite for the call of the optional level 2. Upon completion of the 1st stage - if necessary even before the submission of the building application - the contractor should offer a binding all-inclusive price offer for the turnkey and operational construction of the new building "Multifunktions-Gästehaus" with outdoor facilities and its connection to the transport and technical infrastructure (2nd stage). The scope of services owed results from the planning developed in the first stage and the functional specifications (FLB) updated on this basis.
The contracting authority intends to carry out a timely tendering procedure with the full involvement of the bidders. Therefore, tenderers are invited to comment early on the risk structure underlying the award. The JV contract is to be finalized far in advance of the submission of the last binding offer. Tenderers are invited to provide comments at any stage of the procedure on the JU contract already in force at the time of publication of the EU Notice.
