PERFORMANCE OF SERVICES IN THE FIELD OF THE FOREST EQUIPMENT IN FOREST DISTRICTS: EŁK, SZCZBBRA, DEEP FORD

The subject of the order is:

1. Preparation of the habitat study of the Ełk Forest District (Mrozy Wielkie 21, 19-300 Ełk),

2. Preparation of the habitat elaboration of the Szczebra Forest District (Szczebra 58, 16-304 Nowinka),

3. Preparation of a forest management plan project in the Głęboki Bród Forest District (Głęboki Bród 4, 16-506 Giby) together with the development of a forecast of the impact of the forest management plan design on the environment

A detailed description of the individual parts of the contract is contained in Annexes 1A, 1B, 1C to the Specification of the Essential Terms of the Order (SIWZ)


Preparation of the habitat elaboration of the Ełk Forest District

The subject of the contract is the implementation of the "Habitat elaboration for the Ełk Forest District as of 01/01/2021" as preparatory work for the forest management plan project. The indicated area includes forest land located within the area administered by the Ełk Forest District with an area of 19,835 ha. The Employer reserves the right to change up to (+/-) 100 ha of the development area during the works, resulting from changes in the ownership of the forest inspectorate, which, however, will not affect the amount of remuneration.

Habitat works will be aimed at:

a) execution of typological surfaces: reference, basic and auxiliary.

b) performing laboratory soil tests together with the calculation and application of SIG. Laboratory tests of physical and chemical properties of soils should be carried out in laboratories certified or accredited in this respect,

c) determining and soil mowing with the type, subtype and variety as well as the type and species of soil in accordance with the Forest Management Manual (IUL),

d) determining and mating the forest habitat types, taking into account the moisture variant and the state of the habitat,

e) preparation of habitat documentation.

During the habitat works, training in the field of habitat studies will be conducted for the forest district administration. Habitat documentation should be prepared for the entire forest inspectorate. This study should be in the form of a printout in the amount of 2 sets of 2 pieces, and contain the following issues and materials:

a) characteristics of selected elements of the natural environment of the forest inspectorate, with particular emphasis on habitat, geological, climatic, hydrological conditions, natural-forest, physical-geographical, geobotanical regionalization and historical conditions of forest management;

b) soil characteristics, including a detailed description of soil types and sub-types and forest humus;

c) characteristics of forest habitat types, including humidity variants;

d) issues related to the soil soil index (SIG);

e) characteristics of the status of habitats

f) characteristics of plant communities

g) characteristics of tree and shrub species - including their forest-forming role;

h) principles of habitat renaturalization, including a proposal of regradation activities in relation to habitats differing from the natural state, threats caused by the change of water relations;

i) assessment of the conservation status of natural habitats subject to protection of the Natura 2000 area

j) general guidelines for plant-breeding planning, including proposals of species composition of renewals in relation to habitat types and plant communities;

k) list of literature used to prepare the thesis;

Cartographic materials:

- economic maps of forest habitats in a scale of 1: 5000 in A3 format, in the form of an atlas for individual forestry, in one copy. The atlas should be printed on paper waterproof and ensuring that the content of the map printed in unchanged colors for a minimum of 10 years,

- map of forest habitats on a scale of 1: 5000 in the form of an A3 format atlas for the Wood District (2 copies),

- overview maps of the range of forest habitats on a scale of 1: 20,000 in the number of two copies (2 copies).

Database materials: as part of the habitat study, a geometrical base of habitats that meets the standards set out in Regulation No. 55 DGLP of November 21, 2011 should be prepared.

All documentation materials also in electronic form in three sets (on DVD). In addition, all text materials (descriptive part) should be provided in PDF and WORD format.

Services in the scope of preparing a forest management plan in the Głęboki Bród Forest District

The subject of the contract is the preparation of a draft forest management plan for the Głęboki Bród Forest District along with the development of a forecast of the environmental impact of the project plan for the equipment. The documents that will arise as a result of the implementation of the subject of the contract will be the property of the State Treasury - State Forests State Farm. The Employer allows invoicing in stages and sub-stages . During the performance of the contract, the Employer will carry out on-going inspections and final inspections of the stage of works performed. Completed preparatory, field and chamber work will be subject to inspection and acceptance. Inspections and acceptances will be carried out in accordance with the guidelines of Ordinance No. 63 of the General Director of State Forests of 13 August 2002 on the inspection and acceptance of furnishing works commissioned by regional directorates of State Forests.

For the final acceptance of the work, a draft forest management plan will be submitted together with the Environmental Impact Assessment and opinions from the Regional Director for Environmental Protection and the State Provincial Sanitary Inspector regarding the above study.

The Contractor will provide the Employer with a quality guarantee for a period of 24 months from the date of signing the final inspection and acceptance report.

Implementation of forest management works for the forest inspectorate by area [ha]: total: 9572, forests: 9304, afforested land: 8916, non-afforested land: 130, land connected with forest management: 250, non-forest land: 268. The plan of forest management is prepared on 1.01.2022 r. reserves the right to change (+/-) to 100 ha of the study area, which, however, will not affect the amount of remuneration. Territorial coverage: 167.3 km2.

Forest inventory - preparatory work, forest tax assessment, inventory of wood resources, preparation of inventory results.

Inventory of wood resources - stratify groups of stands after making new tax descriptions.

Specify the economic tasks for the forest district.

Prepare a dissertation for foresters. Prepare a dissertation - general description for the forest inspectorate with a complete set of maps.

Update the nature protection program and make maps of the natural and cultural values of the forest district in the scale of 1: 50,000.

Perform an update of the forest numeric map - standards set out in Regulation No. 55 DGLP of November 21, 2011. and Regulation No. 83 DGLP of November 23, 2012.

Make a forecast of the impact of the draft forest management plan on the environment on the basis of art. 46 section 2 and 3 in connection from art. 51 section 2, 52 paragraph 2 and 53 of the Act of 3.10.2008. about sharing information about the environment.

The forecast should be made in 4 copies together with maps. Transfer it as a printout and CD. Register species and natural habitats and their occurrence boundaries for which the Natura 2000 area has been designated - description and location of Natura 2000 natural habitats.

Description of materials that the Contractor shall provide to the Employer:

a) general description of the forest inspectorate (printout and files) hardcover of green color with gold embossed letters in 3 copies. Including maps in the pocket.

b) nature protection program (POP) - printout in A4 format - vertical layout (3 copies), hard cover of green color with embossed gold letters with attached (in the cover pocket an overview map of the natural and cultural values of the forest district in the scale of 1: 50,000 - 3 copies (POP for RDOŚ and PWIS in Białystok (2 copies) as well as maps and compilation recorded on a CD (2 copies)

c) tax descriptions for precincts together with tables, lists of planned cutting, pre-cutting and lists of designed tasks from forest breeding.

d) forest management plan for forestry (1 copy), in A4 format, recorded on a CD

e) descriptive and cartographic materials for the Strategic Assessment of PUL's impact on the environment and on Natura 2000 areas

f) prints of cartographic materials in accordance with the protocol from the KZP

g) electronic version of PUL
