There are six parishes in Espoo: Espoonlahti Parish, Espoo Cathedral Parish, Leppävaara Parish, Olar Parish, Tapiola Parish and Esbo svenska församling. The Espoo Parish Group Agency operates jointly agreed matters such as parishes agency services, finances and real estate.
The contracting entity is the Parish Group of Espoo, represented by real estate services.
The acquisition will be subject to the service procurement of non-congregational school places in Espoo for the 2023 to 2026 period of the Framework Contract.
Parishes in Espoo organise about 10—60 Confescent Camp Weeks each year in outside camp centres, supplementing their own camp centre offerings. The high season of the camps to be acquired is set in the school holiday period. More popular camp times include the beginning of June, July, the beginning of August, and the ski holiday week.
Camps are held in Finland, in a peaceful and comfortable learning environment no more than 500 km from the centre of Espoo. The holding site must be safe and the group should have the opportunity to operate as a separate entity.
The competition applies to 2023 - 2024 week 8 and summer weeks 23-32 as well as to the same camp weeks 2025-2026. Each summer camp week has about 4 to 10 camps and each camp has a length of 7 days, conventionally Monday to Monday. Each ripple camp has an average of 35 people. From advance booking, the camp group may decrease or increase if the service provider has free capacity. The number of persons to be invoiced shall be fixed no later than 14 days before the date.
The necessary number of operators are selected in the framework arrangement in order to ensure the success of the ripple schools each year and there is no obligation to purchase. The duration of the contract period is 48 months. The Espoo Congregational Group acquires camp centre services for congregational confeseration camps for the school holiday period 2023-2024 and as an option for 2025-2026.
The Acquired Camp Centre provides campers with full board, teaching facilities, a saunomis facility, a comfortable safe environment and, if necessary, a variable framework for various camp programmes such as devotions. The distance of the destination from the centre of Espoo should be at a maximum of 500 km. This is aimed at reducing travel costs and the impact of the trip on the environment.
In addition to the cost, the qualitative factors of the destination, the possibility of one's own peace in the camp centre, the availability and adequacy of group work facilities, the proximity of the bathing area and the provision of an outdoor location are also important. Consideration of environmental factors and social responsibility in activities are also important for procurement.
Subscriber complies with the following cancellation terms
- cancellation of the opportunity at no later than 6 months before the date
- cancellation of the opportunity 3 months before the date, charge 50%
- cancellation of the opportunity 1 month before the time, charge 100%
- the number of persons to be billed shall be fixed no later than 14 days before the date
Cancellation of the event, by way of derogation from the normal booking and cancellation of the contract, is also possible if coronavirus or similar poses risks to human health at the time of the camp. These situations are primarily aimed at finding a new date for the camp. If no new date is found, the parties will negotiate a refund of the payment or part thereof. You can cancel an event without costs if the authorities advise you to avoid travelling to the region. Situations are monitored and updated in accordance with the latest regulatory guidelines.
Procurement procedure
The acquisition will be carried out through a transparent procedure in which all willing operators can submit their bids. The tenderer participates in the procurement process by submitting its offer to the Cloudia tender portal (Tender Service portal) of the Parish Group of Espoo, with all the requisite annexes within the time limit for the submission of tenders. Part-bids or alternative offers are not allowed. The tender documents are available in the Finnish language. The offer is drawn up in the Finnish language.
Steps and course of the procurement procedure
The steps in the receipt of tenders and the procurement procedure are as follows.
The contracting entity:
1. Open the tenders and the time of the offerings and the time of the offerings. The opening ceremony is not public.
2. Audit the supplier's suitability responses. Tenderers subject to a mandatory exclusion criterion under section 80 of the Procurement Act shall be excluded from the tender procedure. From the invitation to tender, tenderers subject to a discretionary exclusion basis under section 81 of the Procurement Act may be excluded. Bidders who do not meet the minimum requirements set by the contracting entity for suitability shall be excluded from the invitation to tender.
3. Inspect the conformity of the tenders. The procurement will have tenders against the invitation to tender.
4. Compares deals.
5. Makes the procurement method and inform all bidders. The contracting entity shall provide information on its own.
6. Enter a contract with selected bidders.
