1. The subject of this contract is the supply of electricity for the Independent Public Health Care Institution in Łęczna, CPV code: 09300000-2 Electricity, heat, solar and nuclear energy.
2. A list of energy collection points together with relevant information on the conditions under which electricity sales services are currently provided and detailed demand for electricity is attached as Annex 2 to the SWZ – "Detailed description of the subject of the contract".
3. The estimated amount of energy supplied during the delivery period is 3 438 408 kWh for SPZOZ in Łęczna, 250 000 kWh for ZOL in Jaszczów.

Rationale: Purchasing electricity for all locations will allow for more favourable price conditions. The ordering party wants to achieve economies of scale. The volume does not constitute a restriction of competition. The decision not to divide the contract into lots is economically justified. In addition, there is no risk of violation of the principle of fair competition. The offer may be submitted by any Contractor who meets the conditions for participation in the proceedings. The subject of the contract is standardized, identical and regardless of which one
of the Contractors will perform it, the only difference will be the price offered. The absence of division into parts of the procedure in question does not limit the participation of the small and medium-sized enterprises sector.
5. Additional information:
The purpose of this contract is to unify rates and simplify the rules for accounting for active electricity consumption. The contracting authority intends to achieve the above in particular by obtaining one fixed price per kilowatt hour, appropriate for individual tariff groups, therefore the offered unit price of electricity must include all additional costs and fees related to the implementation of the subject of the contract, including in particular those resulting from commercial balancing or fixed costs of fees 3.6. Information on the prior evaluation of offers, in accordance with Article 139 of the Public Procurement Law. The selection of the most advantageous offer will be made using the so-called "reverse procedure". The contracting authority will first examine and evaluate the bids, and then make a subjective qualification of the Contractors whose bids have been rated the highest in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure
