Planning services for modernization, repair and conversion of school outbuildings and gymnasium to daycare center “Frideric” August-Bebel-Straße 11/12 in Schwerin according to HOAI Part 3 Object Planning, Section 1 Buildings and Interiors, Service Phases 4-9.
The Mikolajczyk /Kessler/Kirsten Working Group Freeler Architects was commissioned to provide service phases 1-3.
On the property area at Pfaffenteich in Schwerin, August-Bebel-Str. 11/12, the school annex with an annex and a gym with a connecting building are located at the back of the school campus.
The state capital Schwerin, as owner of the property, plans to modernize, repair and reuse these buildings for use by a day care center. For the gym only, multiple use by sports clubs and daycare care should be maintained.
The gym was built around 1887 as a single-storey brick building with wooden purlin construction as a gable roof with significant eaves and town aisles. The building is listed as a single monument.
The school annex was built around 1908 as an extension of the Grand Ducal Grammar School Fridericianum as a two-storey brick building with basement and gable roof wooden construction. The building is not a single monument, but with regard to the external appearance of the building, the requirements of the preservation of the monument in terms of the surrounding area of monuments, especially the listed buildings of the former Fridericianum grammar school (main building, rector's house and gym) must be observed here. For historical preservation reasons, the interventions in the monument substance, including the constructive ones, must be carried out as minimal and compatible as possible. For economic reasons, the widest possible preservation of the existing building fabric is also sought.
The measure is financed from urban development funds (federal, state and municipality funds).

2. Personnel planning quality — weight 10%:

— Ensuring the fulfillment of tasks in the event of representation regulation without loss of know-how.
3. On-site presence — weighting 30%
- Presentation to secure the site presence (availability / response time).
4. Scheduling and schedule safety measures — weighting 10%
- Methods for tracking deadlines and the critical path,
- Establishment of an "early warning system" in the event of impending missed deadlines.
5. Quality of cost planning, cost tracking and cost assurance measures — weight 10%
- Presentation of the measures for cost tracking and ensuring budget compliance,
- "Early warning system" in the event of impending cost overruns.
6. Communication planning quality — weight 10%
- Planning and documentation of meetings (jour fixe),
- Logging, data management.
The award is made on the offer which, taking into account the aforementioned criteria and weightings, achieves the highest point value. In the event of a tie, the bid with the highest point value in the “fee” criterion will be accepted.
