The subject of the contract is the specialist planning ELT of work phases 1 to 9 in accordance with § 55 HOAI 2021 for the fire protection renovation of the Wolf-Ferrari-Haus in Ottobrunn. The services for plant group 4 are to be assigned to HZ II. The services for plant group 5 are to be assigned to HZ III.
The Wolf-Ferrari-Haus was opened in 1986 and is located in the center of Ottobrunn directly on the Rathausplatz. As a municipal company owned by the municipality of Ottobrunn, it offers a varied programme of events with theatre, exhibitions, concerts and lectures. In addition to halls and rooms of different sizes for events, the house also houses the municipal library, a bowling alley, a shooting range, a cinema, a discotheque and a restaurant.
The administration carried out preliminary investigations on fire protection with an architect, specialist planners for technical building equipment and a fire protection expert. It was found that the building essentially corresponds to the building permit and enjoys grandfathering, but that defects need to be corrected.
Measures that would call into question the grandfathering, such as changes of use compared to the building permit or a fundamental renewal of the technical facilities, are currently not planned.
The following objectives of the renovation were decided by the municipal council: ensuring personal protection in the event of fire, improving property protection in the event of fire, as far as this makes technical and economic sense, refraining from conversions and modernizations that could call into question the protection of existing rights, as a strict boundary condition.
The following planning approaches became apparent in the course of the preliminary investigations: formation or restoration of effective smoke or fire compartments through the communal walls between the construction phases of the building, installation of a new fire alarm system, renovation or renewal of fire dampers to prevent smoke spreading via the ventilation system as well as other structural measures for smoke or fire compartment separation such as fire doors, fire-resistant glazing, fire protection paints etc.
In the case of interventions in the visual appearance (e.g. surface-mounted cabling for the fire alarm system), it must be checked to what extent the original commissioned architects are to be involved.
The investment budget for the fire protection renovation of the Wolf-Ferrari-Haus for the years 2023 to 2026 amounts to a total of around EUR 5.7 million gross.
