Procurement of marketing and communication services

Mikkeli is a city of 52000 inhabitants in Eastern Finland and the central city of the region of Etelä-Savo, as well as one of the largest cities for leisure housing in Finland.

Through competitive tendering, we are looking for communications and marketing service providers for the City of Mikkeli and Mikkeli Development Company Miksei Oy for a 2+2-year contract period. In addition to organisations, the service is used by projects managed by organisations.

In Mikkeli, several parties are involved in the implementation of marketing. The City of Mikkeli carries out resident marketing, statutory information tasks and manages the brand. The Mikkeli development company Miksei Oy carries out business marketing. The target groups for communication and marketing include: residents, potential residents, leisure residents, tourists, stakeholders and companies in Finland and internationally.

The tendering process is divided into four areas, for each of which 2–5 service providers are sought, depending on the number of tenders received in the sub-area and the capacity of the selected service providers assessed by the client.

The areas are:

1. Everyday advertising agency: The everyday advertising agency implements the brand image of the City of Mikkeli and the Mikkeli development company Miksei as everyday communication. The clients of the work are most often employees of various departments.

2. Strategic partner: Broader entities are carried out with the strategic partner: planning, evaluation and larger campaigns and strategic communication development work. The strategic partner also helps the City of Mikkeli and the Mikkeli development company Miksei in reputation management, if necessary.

3. Digital agency: A digital agency is a specialist in digital communication, with whom the analysis, planning and implementation of digital marketing is carried out in different digital channels. Digital marketing also includes website optimization.

4. Travel marketing specialist: The selected supplier of tourism marketing has special expertise and strong previous evidence of successful tourism marketing, its strategic planning, implementation and tourism brand building. Tourism-related purchases by operators will be concentrated on suppliers selected in the sub-area.

Selected operators should make use of the current brand guidelines for subscribers, including colors, fonts and basic facial expressions.

One-off purchases of less than 5000 € (excluding subdivision 4, where the price limit is 7000 €), are mainly allocated to the service provider selected first in the sub-area. One-off procurements of more than 5000 € will be put out to tender among the service providers selected for the sub-area through mini-tendering. The minimum tendering obligation does not apply to the monthly invoicing digital marketing service requested in sub-area 3, which can be purchased from the winning operator in the sub-area without mini-tendering. A procurement of less than 5000€ can be put out to tender among the suppliers selected as the supplier in the sub-area for a justified reason. Such a reason is considered to be, for example, the tendering of ideas and its implementation.

If the primary supplier is not able to commit to the schedule specified by the client, the supplier ranked second in the sub-area is selected as the implementer, if the secondary supplier is able to deliver the work within the time specified by the client, the same principle applies to suppliers located in other positions.

The subscriber reserves the right to separately tender marketing and communications entities in which cooperation between regions or operators is carried out and when, at the customer's discretion, separate tendering is otherwise justified

Contract producers of photographic and video images or supplier services are not put out to tender in the tendering process. Subscribers reserve the right to carry out competitive tendering in the above-mentioned areas as separate tenders.

In addition to the finished work, the operator selected as the contract supplier in the tendering process is obliged to deliver the original layout material to the client without a separate delivery fee, if the client so requests.

Area: Specialist in tourism marketing

The chosen supplier of tourism marketing has special expertise and strong previous evidence of successful tourism marketing – both in its strategic planning and implementation and in building a tourism brand. The goal is the so-called. The one-stop-shop service model, i.e. the purchases of operators related to the tourism industry, are centralized to the suppliers selected in the sub-area.
