Description:

SSE Renewables Ireland Limited is currently in the development phase of Arklow Wind Farm. The development consists of a rectangular area aligned with the Arklow sand bank 8-12 km off the East Coast of Ireland.

SSE wish to deploy up to 2 Floating Lidar System (FLS) units at Arklow, for the purpose of Wind Resource Assessment (WRA).



1) Introduction

SSE Renewables Ireland Limited (the Employer) is currently in the development phase of Arklow Wind Farm. The Development consists of a rectangular area aligned with the Arklow sand bank 8-12 km off the east coast of Ireland.

SSE wish to deploy up to 2 Floating Lidar System (FLS) units at Arklow, for the purpose of Wind Resource Assessment (WRA).

This document describes the Scope of Work to be performed by the Supplier for supplying the FLS units.

2) Deployment Locations

FLS 1.

This is the primary deployment location.

The deployment locations and site bathymetry are shown in Figure 1 in the Appendix.

3) Scope of Work

— The supplier should provide a quote on a data provision basis.

— The level of system maturity for the FLS should meet, as a minimum, the Pre-commercial Maturity Stage requirements as defined in the OWA Roadmap [1], inc. the following KPIs:

—— Monthly System Availability – 1 Month Average ≥90 %.

—— Overall system availability (for the campaign) ≥95 %.

—— Monthly Post-processed Data Availability – 1 Month Average ≥80 %.

—— Overall Post-processed Data Availability ≥85 %.

— The supplier shall provide evidence that the above metrics have been achieved. This shall include reviews and reports from internationally recognised independent bodies.

— The FLS should meet the minimum requirements of an FLS unit for the purpose of WRA as detailed in the IEA Recommended Practices for Floating Lidar Systems [2].

— The Supplier should provide the information and evidence detailed in Sections 2, 3, 4 (for the purpose of WRA), 6 and 8 of [2].

— The Supplier should provide, as a minimum, details of the device configuration as specified in Section 3 of [2]; including the following:

—— The Lidar manufacturer and model,

—— Whether the buoy is of spar-buoy, marine buoy, or any other type,

—— The mooring system,

—— Whether motion compensation is employed: if so, what degrees of freedom are compensated, and whether this is applied in hardware and/or software,

—— The metocean and/or other sensors included in the FLS,

—— A signal/data flow chart comprehensively visualizing data acquisition and on-board data processing including motion compensation,

—— The on-board power system,

—— Systems for data storage and retrieval,

—— The communication channels,

—— A schematic diagram of the FLS, including all underwater and mooring components.

—— All information and documentation that may be required in order to satisfy consenting authorities.

— The FLS shall be able to operate continuously and independently at an offshore site for up to at least 12 months, under its own electrical power, e.g. solar panels.

— The Supplier shall propose remote communications options in order to ensure remote data access.

— The Supplier shall ensure that the FLS undergoes an appropriate, independently verified, offshore verification prior to the on-site deployment, as per RP 88 and 101 in [2]. Alternatively, should a pre-validated FLS be available, this may be considered for use if it can be demonstrated that the validation process has been conducted to standards acceptable to the Employer.

— The supplier shall be responsible for the installation, maintenance and decommissioning of the FLS and shall fully comply with, and contribute towards meeting, any Health and Safety requirements in a timely manner.

— The Supplier shall provide full details of the warranty and/or data provision agreement that is offered with the FLS. Any standard maintenance requirements and associated costs shall be clearly outlined at the tender stage.
