Non-scheduled air transport services. All units and establishments of the Ministry of Defence and any other UK government department or contracting authority have a requirement for the provision of whole aircraft charter to mone passengers worrldwide. The suppliers shall be required to provide whole aircraft solutions for the movemement of passengers and baggage which may range in size, number and location of task under the provisions of a multi supplier framework agreement. Preference will be given to suppliers who can demonstrate that the provision of whole aircraft charter is a fundamental part of their core business. It should be noted that the start date may occur during the period Nov 12 - Feb 13 and will cover a period of 3 years.

Potential suppliers who consider they can provide the requireemt should express their interest by letter, fax or e-mail to the contracting Authority no later than 10:00am 4.9.2012. The Authority may issue a Pre-Qualification Questionnaire (PQQ) to those suppliers who have expressed an interest in order that they are able to demonstrate a sufficient level of competence for inclusion in any Invitation to Tender (this will be up to a maximum of eight (8)).

Criteria for choosing the number of potential bidders to be invited to tender shall be fully stated in the PQQ, however as a minimum, potential bidders shall be required to:

a. demonstrate a sufficient level of competence against the Authority's PQQ criteria,

b. provide financial accounts for assessment against risk,

c. technical capability,

d. recent experience, particu;arly core business.

Those potential bidders who fail on the pass/fail criteria of the PQQ shall be excluded from further participation in the assessment.

Full details of the scoring criteria will be detailed within the PQQ. Following completion of the PQQ, potential bidders will be ranked with only the top eight being invited to tender for the requirement.
