The contracting authority for this procurement is Moss Municipality (organisation no. 920817521), Råde Municipality, (organisation no. 940 802 652) and Våler Municipality (organisation no. 959 272 581). Moss Municipality is responsible for the procurement process.

The contracting authority intends to enter into a framework agreement with a tenderer for the procurement of bread and confectioner products. The objective of the framework agreement is to ensure fresh deliveries that function in an optimum way for the municipality’s entities. The contract will be valid for two years, with an option for an extension for 1+1 year. Maximum duration of 4 years.
Personalpartner AS and Moss Church Council will have an option to join Moss Municipality's framework agreement within 3 months of the contract being signed.
Råde Church Council will have an option to join Råde Municipality's framework agreement within 3 months of the contract being signed.
The procurement's estimated value is NOK 10,500,000 excluding VAT, based on a maximum contract period of 4 years and the following estimated procurement volume a year excluding VAT:
- Moss Municipality NOK 2,150,000.
- Råde Municipality NOK 300,000.
- Våler Municipality NOK 175,000.
The estimated procurement volume for Moss Municipality also includes the option for Personalpartner AS and Moss Church Council. The estimated procurement volume for Råde Municipality also includes the option for Råde Church Council.
Emphasis is put on the fact that the procurement volume can vary (higher/lower), and that the procurement's estimated value is thus not binding for the contracting authority.
Orders will mainly come from commercial kitchens, service kitchens in nursing homes/health institutions, cafes/catering entities, nurseries, and schools/wraparound care. Other entities can place order if required.
The signed framework agreement will be 'non exclusive', as the contracting authority has entered into a framework agreement for internet based groceries that, amongst other things, includes bread products. Furthermore, deep frozen and long life bakery products are included in the framework agreement for grocery products. It is the need of each entity that will determine which framework agreement products will be ordered under.
The contracting authority retains the right to make procurements outside of the contract when the objective is education, work training and/or other special needs of the contracting authority.
