Acquisition of the partial master plan for Nurmi-Sorila in Tampere

The object of the procurement is the preparation of Nurmi-Sorila's partial master plan in accordance with the invitation to tender and its appendices. The partial general plan is drawn up as a legally effective area reservation master plan referred to in the MRL as a basis for detailed planning.

Nurmi-Sorila's partial master plan, approved in 2015, is in force in the area, but due to the changed objectives, the partial master plan must be revised. The main new goal is to locate a golf course in the area, which will have an impact on the zoning solution more broadly, for example, due to the desired population base and the change in the traffic solution. Some of the material for revising the master plan has been compiled on the plan's website www.tampere.fi/nurmi-sorila. More detailed starting points for the planning work can be found in the participation and evaluation plan (Appendix 6).

The City of Tampere has launched a revision of the Nurmi-Sorila sub-master plan. The participation and evaluation plan of the plan was available on 3.11.-6.12.2022, and the preparation of the separate studies and plans and the draft plan are scheduled for 2023. On 24.4.2023, the City Board has approved section 172, based on the feedback from the start-up phase and the comparison of structural options, the objectives of the planning work and the structural option as a basis for further planning. The plan proposal will be prepared for approval during 2024.

The procurement package includes the preparation of a partial master plan draft and plan proposal with approval documents, resident and stakeholder interaction during the planning process, and the preparation of separate plans and reports required for the task.

The studies relate to, among other things, the landscape, the built cultural environment, and constructability and the planning economy.  The plans are related to, among other things, the land use, traffic, golf course, services and stormwater management of the zoning solution. The studies of the current plan, which can be found on the plan's website (Nurmi- Sorila's partial general plan), can be used as a background to the planning work.

One service provider will be selected for the procurement, who will be responsible for the implementation of the zoning project.

The estimated duration of the project is estimated to be approximately 1.5 years from the beginning of the contract.

The approval of the plan is scheduled for the end of 2024, so the coordination and studies of the preparatory phase must be started immediately. In practice, the scheduling of the preparation phase in 2023 is likely to be most affected by the preparation of reports that depend on the one-year cycle, such as nature surveys. The nature surveys required for the planning work will be completed as a separate consultancy work during the summer season 2023 (appendices 7 and 9 to the invitation to tender are only additional information). If necessary, the work requires cooperation with the author of the nature survey.

In the 1st phase of the work, a draft partial master plan is drawn up with the accompanying reports. On 24.4.2023, the City Board has approved § 172, based on the feedback from the start-up phase and the comparison of structural options, the objectives of the planning work and the structural option as a basis for further planning (OAS feedback Appendix 10 and Decision on the structural option KH 24.4.2023 Appendix 12.). In accordance with the target schedule, the draft will be made available for viewing at the end of 2023, and the necessary resident and potential stakeholder participation will be implemented in connection with it. The plan material related to the draft can be prepared in the manner the service provider deems best.

In the 2nd phase of the work, the feedback received on the draft is compiled and structured (from residents and stakeholders as well as from the authorities) and responses to the feedback are drawn up. Based on the feedback, a solution model will be presented as a basis for the zoning proposal, which will be approved together with the response report by the City Board in early 2024. In addition, on the basis of the feedback, the preparation of possible additional studies will be initiated and the necessary cooperation meetings will be arranged, for example. with various authorities or neighboring municipalities.

After KH's policy, a zoning proposal is drawn up in accordance with the requirements of the MRL master plan. The plan proposal will be put on display before the summer season 2024, and the necessary resident and potential stakeholder participation will be implemented in connection with it.

The service provider draws up the plan map in spatial data format so that a zoning regulation is attached to the map geometries. The client exports the plan data to the city's master plan data model and draws up an archivable pdf map. The service provider prepares a description of the plan and an impact assessment (may be part of the report).

Before the approval of the plan is processed, an official consultation is held on the planning solution, in which the service provider presents the stages of the planning process and the zoning solution that has been reached. The service provider draws up a memorandum on the negotiations with the authorities, which is attached to the planning documents.

For scheduling reasons, the organisation of participation must be carried out efficiently, but it must be planned to be sufficiently comprehensive for the implementation of the project. In addition to traditional resident events, the work plan must present possible other ways of engaging as well as materials that support the information and marketing of the project, e.g. video, thinglink or storymap, etc. presenting the schematic solution.

The work is guided by the City of Tampere's strategic land use planning steering group, which can be convened within the timeframe required for the work. The City Board will make the guidelines for the plan OAS, the draft after the phases and possibly before the completion of the plan proposal. The community committee makes the draft and proposal of the plan available for inspection. The consultant is responsible for preparing the planning materials and reports in accordance with the agreement and instructions. The project manager must be prepared to participate in the steering group and institutional work.

The client's tasks include delivering the source data agreed with the service provider through the interface service, acting as the City's representative at the tenant and presentation events of the plan, adding ready-made material to the decision preparation system, and exporting the zoning solution (markings and regulations) to the general planning data model, as well as a pdf-map of the partial master plan required for appendix and archiving of institutional decisions.
