Procurement of a framework agreement for the work-orientated measure Assessment Measure for Minority Language Speakers.
Assessment measure for minority language speakers shall contribute to individual, systematic mapping and assessment of participants' ability to work and any future needs for assistance in entering the labour market. The measure shall focus on possibilities and map conditions that are important for the participant's prerequisites to master everyday life and working life, including competence and skills, abilities, possibilities, wishes and needs. The measure shall also start processes that can contribute to participants getting better life quality, experiencing increased mastering of everyday life and navigating Norwegian society in a safer way.
Relevant participants are persons who need more comprehensive clarification assistance than what the Labour and Welfare Department can offer and who have poor or completely lacking Norwegian skills, poor basic skills and little or no work experience. In addition many will have compound health challenges and/or other challenges connected to participating in work.
Individual activities, including own activity and individual guidance shall make up most of the clarification initiative, but the tenderer shall also be able to offer group activities when this is seen as appropriate.
