Reception and development of municipal sewage sludge, mechanically dehydrated, from the Wastewater Treatment Plant in Piaseczna and Wólka Kozodawska

The object of the Order is the collection and development of municipal sewage sludge, mechanically dehydrated (code: 19 08 05) from the Wastewater Treatment Plant in Piaseczna and Wólka Kozodawska (recovery process R3) within 12 months from the date of signing the contract, subject to paragraph 7 of SWZ. The Ordering Authority estimates the amount of sludge to receive on average approx. 230 Mg per week. The estimated amount of sludge intended for collection during the term of the contract is approximately 12,000 Mg. The amount of sediment is the estimated size and is subject to change. In the case of receipt of sludge less than the above mentioned above, the Contractors shall not be entitled to any claim. The Contracting Authority shall ensure that the minimum amount of sludge intended for collection during the term of the contract is 8,000 Mg. The Contractor during the period of implementation of the subject of the contract shall be obliged to: provide semi-trailers or sealed containers for direct collection of sludge from under the cochlear feeder and direct transport from the Sewage treatment plant in Piaseczno and Wólka Kozodawska.

During the period of implementation of the subject of the contract shall be obliged to:

— provide semi-trailers or sealed containers for direct collection of sludge from under the worm feeder and direct transport from the Sewage treatment plant in Piaseczno and Wólka Kozodawska to the place of economic use,

— the performance of the obligation to record waste, the replenishment of the waste transfer card.

The settlement for sediment collection will be based on the waste transfer card for the month in which the service was made.

The Contractor should ensure the systematic reception of the sludge during the entire duration of the contract, including in situations where the air temperature falls below 0 by C. The Contracting Authority shall not allow recovery through the use of municipal sewage sludge in accordance with Article 96 of the Act of on 14 December 2012 on waste (i.e., OJ 2021, item 779, hereinafter as 'the Waste Act') and does not allow processing methods resulting in waste or products for which, according to the Regulation of the Minister of the Environment of 20 January 2015 on the recovery process R10 ( OJ 2015, item 132) the requirements as for municipal sewage sludge laid down in the Waste Act and in the Regulation of the Minister of the Environment of 6 February 2015 on municipal sewage sludge (OJ 2015, item 257, hereinafter referred to as the “Regulation on municipal sewage sludge”). The Contractor whose offer will be selected and with whom the contract will be concluded, during the period of implementation of the contract shall be obliged to hold all current and legitimate permits, consent, decisions required by law, including entries in the Product and Packaging Database and the economy waste (BDO), in the scope of activities covered by the Order. In the authorisation, consent, decisions are intended to ensure the collection and disposal or recovery of municipal sewage sludge at least in the quantity covered by the contract.
