SISET is the application used by the 3 Communities of Belgium for the administrative management of electronic surveillance, which includes wristband logistics and on-site intervention management.

The Communities are re-competing with the current SISET solution, which is based in particular on Microsoft XRM 2011. The tenderer is free to take over the existing solution or to propose the solution of his choice to meet the requirements of the specifications. The evaluation of offers will take into account, in particular, all costs over the duration of the contract (7 years).

SISET will remain hosted in the SMALS Datacenter. The contractor must provide all the services necessary for the proper functioning of the solution, namely the implementation, operation, maintenance and 24/7 support of it, as well as the provision of the on-board equipment necessary for mobile teams to ensure their interventions on site.

Due to the sensitivity of the data processed and the criticality of the application, particular attention must be paid to security and data protection, as well as to the service level of the solution.

The objective of the market is to set up, maintain and support a system that meets the business and logistical management needs of electronic surveillance.

The contractor is free to take over the existing SISET application package or to re-implement it partially or completely provided that it meets the constraints of this contract.
