The client wishes to enter into an agreement with an IT supplier on the delivery, maintenance, operation, support and further development of an IT system to support the Employment and Integration Administration and the employment providers' tasks in assisting unemployed Copenhageners in either education or work. The daily tasks are located at 60 employment providers based in Copenhagen. The Employment and Integration Administration wants to procure a solution that can support the employment providers' task of getting unemployed Copenhageners into jobs or education. As part of this work, it is important that the solution supports the cooperation between the employment suppliers and the Employment and Integration Administration.

With this project, the Municipality of Copenhagen Employment and Integration Management (BIF) wants to procure and implement a solution to support order management, reporting and invoicing for the employment providers for employment efforts.
The upcoming solution must support user-friendliness and more flexible and automated administrative procedures. Both focal points must help support improved case management, improve the user experience in relation to the current system and improve cooperation between the City of Copenhagen's Job Centers and the employment suppliers.
The new solution will ensure that, through automation and flexible workflows, increased quality is created in the work of the employment suppliers, and reporting to the City of Copenhagen. Furthermore, the solution must make the Employment and Integration Administration legally sound in relation to GDPR and the City of Copenhagen's rules for user management and billing.
The solution must also contribute to improved communication between the management and the employment suppliers. The solution must also support the administrative work processes associated with the cooperation between the management and the employment suppliers. The solution must, among other things, serve as an order management system to help the employment suppliers handle all the orders they receive from the management. In addition, the system must contribute to the external suppliers' solution of their tasks in assisting unemployed Copenhageners in either education or work.
For the Employment and Integration Administration internally, the new solution must provide improved management of the citizen's employment and education-oriented courses, by reporting on the citizen's dividends and progression in the course, increasing quality. Through a smoother and more secure communication between the caseworkers in the job center and adjustments to the citizen's situation can happen faster than before.
The solution is also expected to support the BIF management information system's work in providing data for financial follow-up on dispositions in employment efforts.
