ITEBO GmbH plans to tender a service contract for the provision and maintenance of software for calculating housing benefits. The software products are available for the shareholders of ITEBO GmbH (municipalities of the districts of Osnabrück, Emsland and County of Bentheim, city of Osnabrück, City of Braunschweig) as well as for members of the GbR municipalities of the districts of Osnabrück, Emsland and County of Bentheim and the ITEBO purchasing and service cooperative eG put.

In order to provide interested parties with uniform information on the project, a brief information on the project, the key performance points of the advertised service and the processing of the Award procedure according to VgV available for download. The brief information is also accompanied by forms for the application to participate, which must be used by applicants in the context of the participation competition. After the completion of the participation competition, the applicants selected in the participation competition will be provided with a detailed job description.

The advertised service includes the provision of software (including support services) for the area “housing benefit”. ITEBO GmbH calls up the necessary services according to the contractual conditions to be agreed upon and coordinates billing with the respective users. ITEBO GmbH is therefore both the client and the bidding position for the service to be tendered.

The client intends to conclude the contract with the bidder or the bidder community, who can expect the best price-performance ratio based on the negotiated order conditions within the framework of the specified award criteria (§ 58 (2) p. 1 of the VgV).

During the contract period, the following services must be provided in particular (final voting in the course of negotiations):

— provision of software licenses for calculating housing benefits,

— migration of the existing data set with customers,

— maintenance of the software (including updates during the contract period),

— training of ITEBO employees and end users (customers)

— providing a “hotline” as well as ensuring a direct approach by experts in the event of a malfunction,

— implementation of the customer's desired system individualizations (client-specific),

— Continuous consideration of the applicable housing allowance rights.

The storage and processing of data is only permitted on a data server in Germany.
