The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) intends to award the framework agreement on the printing of certificates for the Federal Youth Games by way of an open procedure in accordance with Section 119 (1) ARC.

Currently, there are nine different certificates:
- three types of certificates of honour for the offer forms "competition", "competition" and "all-around"
- Three types of winner's certificates for each of the offer forms "competition", "competition" and "all-around"
- Three types of certificates of participation for each of the offer forms "competition", "competition" and "all-around"
The average annual requirement for documents is around 3 million copies. However, there is no guaranteed purchase quantity.
In the event of a redesign of the documents, printing is also to be carried out via the framework agreement.

Two variants of what the new certificate or certificates could look like are currently being considered: Variant 1 similar to the current winner's certificate or Variant 2 similar to the certificate of honour, optionally with federal eagle embossing.
1.5 General information for all documents
Digital print templates are made available when the order is placed/contract is concluded.
The blind embossing of the Federal Eagle is to be provided by the contractor. The size of the blind embossing is approx. 35 x 30 mm. The blind embossing of the 4-page certificates of honour (DIN A 4) or, if applicable, the 4-page certificate of honour (DIN A 4). of the new type of document must be carried out on an original Heidelberg cylinder or an equivalent machine.
The bidder must provide evidence of certification for environmentally friendly printed products according to the Blue Angel (DE-UZ 195) or a certified environmental management system (according to ISO 14001 or EMAS) or a comparable certification. Equivalence must be proven by the bidder.
The bidder must also provide evidence of certification for quality management DIN EN ISO 9001 or comparable. Equivalence must be proven by the bidder.
Technical data sheets for the paper, which provide information on the volume, opacity (according to ISO 2471), whiteness (according to ISO 2470), CIE whiteness (according to ISO 11457; if available) as well as the respective certificates and environmental labels, must be attached to the offer. The paper offered must be equivalent to the reference paper. Equivalence is given if the paper whiteness deviates from the properties of the said reference paper by a maximum of +/- 5% and/or the opacity by a maximum of +/- 3%. Offers that contain papers outside these tolerances will not be considered equivalent and will therefore be excluded.
Graduated prices are to be quoted for the individual print products depending on the number of copies/quantities. If applicable, a discount with a payment deadline must also be indicated. For the evaluation of the price, the price information is entered in a spreadsheet (Appendix 12). The total price from the average of all individual prices, taking into account any discount and the uniform value added tax at 19%.
