The KJF building in Eggenfelden, built in 1983, houses the Rottal-Inn Curative Education Centre with the facilities of the St. Ruppert School for pupils with intellectual disabilities (lessons and sports use), a curative education day care centre, a school preparatory facility and an integrative kindergarten. The original plan to renovate the existing building was dropped due to an economic assessment. It was decided to build a complete (replacement) new building.

The basic services of the service phases 4 - 9 for the object planning of buildings and interiors in accordance with § 34 Para. 3 HOAI 2021, Part 3, Section.1 are to be commissioned. Furthermore, special services are to be awarded as a lump sum:
- Participation in the application for funding as well as final clarification with the funding authority
- ENEV certificate
- Services of the SiGeKo
- Participation in the billing of subsidies (including proof of use)
- Monitoring of the removal of defects within the limitation period

Approval planning will be necessary for the interim solution (container school). These partial / services of the work phases 1-4 should be offered as a lump sum. It may be that further partial services of the service phases 5-8 are required / necessary. These (partial services) are also to be optionally commissioned as a lump sum as part of an additional service (planning container school).

It was decided to build a complete (replacement) new building. The existing building must be completely demolished and then the ground for the new building must be prepared. The connection to the public development will be renewed and adapted to the new circumstances. There is an existing infrastructure, which can be used for the replacement new building. Should it turn out within the framework of the final funding possibilities to be clarified that for economic reasons school and day care center are to be accommodated in two separate buildings, the planned new building would have to be split into two buildings if necessary. This would not mean one (replacement) new building, but two (replacement) new buildings.

In consultation with the client or the user, it was decided to outsource the entire school during the construction phase and to carry out the construction project in one construction phase.

For school operation during the construction period, the construction of a temporary container on an alternative plot is expected to take place. For this purpose, partial planning services from the service profiles Object Planning Buildings and Interiors as well as HLS, Electrical, Outdoor And Structural Design are required in order to upgrade the temporary container for temporary use to such an extent that an orderly school or day care center operation is guaranteed.

Since it is currently not foreseeable to what extent said services will be incurred, they should optionally be commissioned as a lump sum.

For the upcoming complete new building, including swimming pool / indoor swimming pool, there is already a feasibility study and preliminary work (work phases 1-3). The fire protection concept based on the design planning is also available. The space requirement according to the preliminary space program for the school of 26.11.2020 and approved space program for the day care center of 21.04.2022 will be met. The construction phase, including planning and tendering, should be kept as short as possible due to the current cost increases. Construction is expected to start in mid-2023. The construction time is estimated at 24 months.
