1. The subject of the contract is the service entitled: Year-round maintenance of the roadway and emptying street bins for garbage in the city of Kwidzyn
2. A detailed description of the subject of the contract is included in Annex A to the SWZ.
3. The contract is divided into the following lots:
Task No. 1 – winter maintenance of the roadway in the city of Kwidzyn in the period from 01.01.2024 to 30.04.2024 and 01.11.2024 to 31.12.2024
Task No. 2 - summer maintenance of the roadway in the city of Kwidzyn in the period from 01.05.2024 to 31.10.2024;
Task No. 3 – emptying street trash bins and removing dead animals.
4. The Contracting Authority allows for the possibility of submitting partial bids for individual Tasks No. 1, 2, 3. One Contractor may submit a bid for all 3 tasks. All 3 tasks may be assigned to one Contractor.
Task No. 1 – winter maintenance of the roadway in the city of Kwidzyn in the period from 01.01.2024 to 30.04.2024 and 01.11.2024 to 31.12.2024Winter maintenance of the roadway in the city of Kwidzyn in the period from 01.01.2024 to 30.04.2024; from 01.11.2024 to 31.12.2024
The subject of the contract is a service consisting in winter maintenance of the roadway in the road lanes of municipal public roads, which include roadways with parking and bus bays with an area of: 65 582.76 m in accordance with Appendix No. 1, car parks with an area of: 100 082.00 m² in accordance with Annex No. 2 and dirt roads with an area of: 18 775.98 m in accordance with Annex 3 to the Agreement.
"Winter action" - works aimed at eliminating or reducing traffic disruptions caused by such weather conditions as winter slippery and snowfall.
Winter slipperiness - a phenomenon occurring on roads (including roadways) due to the formation of a layer of ice or icy or compacted snow. Winter slippery occurs in the form of black ice, glacier and glaciation or slippery snow and slush.
Combating winter slipperiness - treatments aimed at preventing the formation of winter slipperiness and treatments aimed at eliminating the resulting winter slipperiness. Prevention of formation consists in taking preliminary actions, i.e. making the road surface resistant to the formation of a layer of ice or glaciated snow by covering it with chemicals that reduce the freezing point of water. Elimination of slipperiness - removal of ice or glaciated or compacted snow from the road surface using chemical, roughening or mechanical agents or a combination of these agents.
Snow removal of the roadway - scraping snow cover from the surface of the road to the curb part / roadside / in a way that ensures collision-free passage of cars, paying attention to not hindering exits from subordinate roads.
Maintenance of dirt roads - winter maintenance of dirt roads with a surface of native soil or fixed with gravel, slag, etc. ensuring the passability of roads by clearing snow and roughening the road with the use of sand without salt mixture.
Standards and rules of winter maintenance of the roadway - when clearing snow from roads and combating winter slippery, III maintenance standards have been introduced /order, time and quality of snow removal/, which depend on the function of the road in the communication system and traffic load.
Standard I - roadways cleared of snow and sprinkled with sand-salt mixture along the entire length and width; snow removal and sprinkling covering the width of the bus bay and the width of parking spaces on the roadway - the time of snow removal from the moment of cessation of precipitation and elimination of winter slipperiness will not exceed 2 hours, a layer of snow is not allowed on the roadway;
Standard II - snow removal and sprinkling of the roadway along the entire length and width covering the width of the bus bay and the width of parking spaces on the roadway to ensure safe passage and passage in two directions; the time of snow removal from the moment of cessation of precipitation may not exceed 3 hours, the elimination of winter slipperiness may not exceed 4 hours from the moment of occurrence of the phenomenon; it is allowed to occur, after the completion of the snow removal equipment, on the roadway a thin even layer of snow slided; there may be difficulties for passenger cars;
Standard III - snow removal and sprinkling of the roadway along the entire length and width covering the width of parking spaces on the roadway /there may be difficulties/, to ensure passage in two directions; the time of snow removal from the moment of cessation of precipitation may not exceed 5 hours, the elimination of winter slipperiness may not exceed 8 hours from the moment of occurrence of the phenomenon; slush, a thin layer of rolled snow and locally snow tongues are allowed to occur on the roadway after the completion of the snow removal equipment; there may be difficulties for passenger cars;
Task No. 2 - summer maintenance of the roadway in the city of Kwidzyn in the period from 01.05.2024 to 31.10.2024summer maintenance of the roadway in the city of Kwidzyn in the period from 01.05.2024 to 31.10.2024
The subject of the contract is a service consisting in summer maintenance of roadways in the road lanes of municipal public roads, which include roadways with parking and bus bays and dirt roads with an area of: 84 358.74 m, as well as car parks with an area of: 100 082.00 m².
The term summer maintenance of the roadway in the road lanes of municipal roads, including bus bays and parking spaces located on the side of the road and internal roads, as well as parking lots and squares owned by the city shall be understood as:
1) ongoing cleaning/cleaning of areas covered by the contract - surface cleaning consisting in the removal of impurities in the form of dust, sand, mud, dust, leaves, garbage (i.e. waste left by road users and deposited by vehicle wheels and wind), material filling gaps in stone surfaces (e.g. in cobblestones, cubes, crushed stone);
2) cyclical and systematic cleaning of the roadway of municipal roads in the city, including bus bays, parking spaces and parking lots, internal roads and squares owned by the city, in accordance with the schedule prepared by the Contracting Authority (Annex 1 to the Agreement);
3) mechanical cleaning along the entire width of the roadway and street intersections together with bus bays and parking spaces located on the roadside;
4) performance of the service in a way that does not hinder the functioning of vehicular traffic - sections of streets with high traffic are cleaned at night, and other streets excluding rush hours. Vehicles performing the service perform it in a way that allows them to be overtaken and avoided. In the case of causing congestion / traffic jams on the road by moving a cleaning vehicle (sweeper), the driver drives the vehicle to the side of the road or bus bay and allows the congestion to be unloaded;
5) treatment taking into account environmental aspects through the use of mechanical devices with dust absorbers and water showers;
6) mechanical removal of growing weeds and grass along the edge of the road, from parking spaces and parking lots, as well as bus bays and squares owned by the city along with the ground on which the accumulated sand, soil grew with the use of permitted herbicides;
7) if necessary, the Contractor shall ensure manual cleaning of road components, i.e. bus bays, islands located in the roadway, roundabout rings, parking spaces, intensively used car parks and all places constituting an integral part of the roadway impossible to mechanically clean;
8) current, thorough removal of leaves from the roadway, especially in autumn, including street drainage accumulating on the surface of drainage grates;
9) performance of the summer maintenance of areas covered by the contract by units equipped with GPS devices with providing the Ordering Party with an application with granted permissions to monitor the movement of these vehicles using the GPS system in real time, with the possibility of recreating and analyzing the history of equipment operation from the period of contract implementation;
10) performance of the service of summer maintenance of cleanliness of the areas covered by the contract by vehicles equipped with cameras used to monitor the operation of units in real time, with the possibility of recreating and analyzing the history of equipment operation by the Ordering Party.
11) The Contractor shall provide data on a weekly basis in the scope of monitoring the service carried out with the use of vehicles in a way that allows monitoring the operation of the devices only during the performance of the service. Task No. 3 – emptying street trash bins and removing dead animalsemptying street bins for garbage and removing dead animals from the area of the city of Kwidzyn.
The subject of the contract is a service consisting in emptying street bins and removing dead animals from the municipal areas of the city of Kwidzyn, in particular:
1. emptying street trash bins in the amount of about 1200 pcs. in accordance with the Annex to the Agreement;
2. removing dead animals from areas belonging to the city (roadways, sidewalks, parks and other urban areas).
1.1. The term emptying of street rubbish bins shall be understood as:
1) emptying bins of waste and arranging the area around the bin by collecting scattered waste within a radius of 2 m around the bin, setting overturned bins, moving bins to the place indicated by the Ordering Party, loading and transporting waste to the Waste Treatment Plant in Gilwa Mała;
2) emptying bins outside peak hours, i.e. outside 7:00 - 8:00 and 14:00 - 16:00;
3) emptying street bins located on streets with increased pedestrian traffic - every day from Monday to Saturday;
4) emptying street bins located on streets with medium pedestrian traffic - three times a week, i.e. on Mondays, Wednesdays and Fridays;
5) in the case of openwork baskets (approx. 20 pcs.), emptying together with each replacement of plastic bags purchased by the Contractor;
6) replacement, if necessary, of metal inserts for baskets (purchased and delivered by the Ordering Party);
7) washing and disinfecting waste bins at least once a quarter in spring and summer;
8) emptying baskets at the request of the Ordering Party on Sundays and holidays no more than 5 times a year in areas not larger than 5% of the city's area (regarding cleaning, m.in. after celebrations and outdoor events).
1.2. The disposal of dead animals means:
1) removal of dead animals from the areas belonging to the city in accordance with the highest sanitary standards - animals packed in disposable bags and containers with a certificate and transported to the rendering plant, where they undergo the incineration process;
2) removal of animals during current cleaning activities of the city or as an intervention after notification by authorized employees of the Municipal Guard and the City Hall.
Applies to tasks 1, 2 and 3:
1. The conditions specified by the Contracting Authority, in particular of a quantitative nature, are not necessary and sufficient requirements, but only minimal; This means that in order for the Contractor to perform the subject of the contract in accordance with its description, it is the Contractor's obligation to engage the amount of equipment and employees that is necessary for the proper performance of the subject of the contract, under pain of payment of contractual penalties for delays in the performance of the contract, as well as under pain of withdrawal from the contract due to the fault of the Contractor due to non-performance of the contract in accordance with the description of the subject of the contract.
2. The collected waste obtained during the works will be delivered by the Contractor on its own and at its own expense to the Waste Treatment Plant in Gilwa Mała.
3. Vehicles used by the Contractor to perform the above-described task must have legible markings, i.e. the name of the Contractor and his telephone number.
4. Persons employed by the Contractor performing the above-mentioned works must be equipped with reflective protective clothing with a legible name of the Contractor.
5. Activities in the implementation of the service must be carried out in such a way that they do not threaten the safety of traffic participants and other persons and their property that will be located in these areas, as well as urban greenery and the technical condition of the roadway.
6. The Contractor shall be liable for damages resulting during the provision of the services in question, in particular: a) towards third parties, b) towards municipal property.
7. If during the term of the contract the number of elements covered by the subject of the contract in Task No. 3 increases, they will be covered by the service without increasing the remuneration specified in the contract.
