NSM uses various sources for decision making in cases where people are to be security cleared in order to gain access to graded information. One of these sources is information from credit reporting registers. NSM is responsible for the national check of persons that is carried out for security and access clearance. As part of the check of persons, NSM can collect and communicate register information from several public and private registers, including information from the credit information register. The results from the check of persons forms the basis for assessing whether a person is suitable for access to graded information or access to objects and infrastructure that are worthy of protection.

The purpose of this contract is to cover the contracting authority's need for credit information to be used for the check of persons.

Based on previous figures, there are more than approximately 35 000 persons per annum who need security clearance. In addition there are possible appeals, where credit information can be requested again. A new security act came into force on 1.1.2019. This introduced a new type of case, access clearance, register information must also be obtained for this. At the current time it is difficult to estimate how large the increase in checks on persons will be with this new type of case.

A framework agreement shall be established with 1 supplier for a duration of 2 years. NSM reserves the right to extend the agreement for 1 + 1 years on verbatim terms.

Based on previous experiences and accounting figures, the contract's value is estimated to be between 1 500 000 NOK and 1 700 000 NOK excluding VAT over a 4-year period. The value must, however, be seen as an estimate and not binding for the contracting authority.
