The subject of this contract are services of the performance profile structural design
in accordance with §§ 49 et seq. HOAI for the planning and implementation of the conversion, renovation and expansion of the Zwergenstübchen day-care centre.
The subject of this contract is services of the scope of structural engineering in accordance with §§ 49 et seq. HOAI for the planning and implementation of the conversion, renovation and expansion of the day-care centre in Pfalzfeld.
The following minimum requirements are defined as the client's objectives at the time the contract is concluded (planning and monitoring objectives within the meaning of Section 650p (2) of the German Civil Code):
The contracting authority has described the requirements for the service in detail in the specification Appendix 10 to the contract notice in the EU Official Journal. These requirements become an integral part of the contract to be concluded.
In addition to the requirements set out in Annex 10, the regulations for non-residential buildings in the public sector must generally be observed and complied with in accordance with the Building Energy Act (GEG) and the Renewable Energy Heat Act (EEWärmeG).
Further requirements are set out in Appendix 10 to the contract notice.
The commissioned scope of services is the provision of planning services of service phases 1 to 6 and the special services of service phase 8, which are to be assigned to the structural engineering service profile (Section 51 HOAI in conjunction with Annex 14 to Section 51 Paragraph 1 HOAI) according to the more detailed provisions of the draft contract.
The assignment is carried out in performance levels. Initially, only the basic services of service phases 1 to 4 will be commissioned. The Client may order the following basic services of service phases 5 and 6, as well as 8 – in whole or in part – in one or more further service levels by means of a written declaration to the Contractor. There is no legal entitlement on the part of the Contractor to commission further services beyond the scope of services commissioned in the draft contract.
The contracting authority carries out an EU-wide procurement procedure for reaching/exceeding the relevant threshold when all estimated contract volumes are added. The individual planning services are awarded in separate award procedures. Together with this tender, the tender for the project planning is carried out, as well as in parallel for engineering services of the technical equipment.
For the construction process, the client has the following requirements in terms of time:
The basic services up to service phase 4 are to be provided by mid-2024.
Construction is scheduled to begin in early 2025.
Commissioning is scheduled for mid-2026.
Due to the unpredictable duration of the approval processing by the Lower Building Supervisory Authority, these are only provisionally accepted framework data.
