Provision of responsibility for the EU SST governance evolution project and the establishment of a legal entity
Within the Security and Defence Sub-Directorate of the CNES Strategy Directorate, the delivery actor is responsible for the EU SST governance evolution project and the establishment of a legal entity representing the EU OSH partnership in relation to the 15 member states of the SST partnership.
As such, the following services must be carried out:
- Conduct a study to identify several options for the establishment of an EU SST legal entity. The options identified should be technically viable,
legal, political, financial and human resources;
- Consult the various stakeholders of the EU SST partnership as well as the legal and financial services of the European Commission, and involve them in the process
identification of options;
- Present the different options;
- Contribute to a political decision on the form and structure of an EU SST legal entity and the scope of its activities;
- Coordinate the process of establishing an EU SST legal entity;
To perform the above services, the holder must:
- Produce advanced Powerpoint presentations and draft notes on the EU SST governance evolution and legal entity establishment project, as requested;
- Ensure legislative monitoring, both at national and European level, and information related to relevant topics having an impact on the evolution of EU SST governance, such as in particular the evolution of military and civilian sensors contributing to OSH, complemented by commercial sensors, the potential need for new and/or improved OSH services, the evolution of the orbital environment and the geopolitical environment more generally and relay information;
- Drafts summary and analysis notes of published reports on these topics in the SSA/STM field.
