The purpose of this Framework Agreement is to establish, on the one hand, the terms in which the contracts based on it will be awarded and, on the other, the conditions and requirements to which the aforementioned contracts must be subject, in relation to the works of reform, restoration, rehabilitation, conservation and demolition that are carried out in the set of buildings assigned to the different Management Centers of the Ministry of Family, Youth and Social Policy, hereinafter "the Ministry", all in accordance with the current regulations applicable by reason of its subject.

The promotion of the works, according to this Framework Agreement and, therefore, its execution through the corresponding based contracts, is subject to the real needs of the Ministry, as well as to the existing situation at all times, so the Ministry is not obliged to exhaust neither the budgeted items for each lot nor the estimated total budget of the Framework Agreement, and neither to hire
