The subject of the contract is the collection and management of municipal waste from owners of real estate resident and uninhabited in the Ciechanów City Commune, in accordance with the Act of 13.9.1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2013, item 1399, as amended). as amended), the provisions of the Provincial Waste Management Plan, adopted by resolution of the Sejmik of the Mazowieckie Voivodship No. 211/12 of 22.10.2012 regarding the adoption of the Provincial Waste Management Plan for Mazovia for 2012-2017 including 2018-2023 with annexes, as well as with a Detailed Description of the Object of the Order constituting Annex 8 to the ToR and a draft contract in the subject matter constituting Annex 9 to the ToR.
1. The scope of the subject of the contract includes throughout the entire contract period the collection and disposal of waste:
1) mixed municipal waste,
2) municipal waste collected in a selective manner, broken down into:
a. paper - including paper and cardboard waste, paper packaging waste and cardboard packaging waste,
b. glass - including glass waste and glass packaging waste,
c. metals, plastics - including metal waste, metal packaging waste, plastic waste, plastic packaging waste and multi-material packaging waste,
d. biodegradable waste, with particular emphasis on bio-waste,
3) furniture and bulky waste,
4) waste electrical and electronic equipment,
5) batteries and small-size accumulators from collection points,
6) electro-waste (including CDs, VHS cassettes, telephones, chargers, cartrige) from the Municipal Electro-waste Point (MPE)
2. The contractor will conduct mobile collection of furniture and bulky waste in the city.
3. The contractor will collect construction and demolition waste only from residential properties.
4. The scope of the subject of the contract includes transport and management of municipal waste received, depending on their type, in the recovery and disposal plant or in regional waste treatment installations, or replacement installations.
5. As part of the contract, the contractor equips real estate:
1) inhabited and uninhabited, on which municipal waste is generated in containers for collecting mixed municipal waste,
2) inhabited in single-family housing with bags for selective collection and in containers for selective collection in multi-family housing,
3) uninhabited, on which the amount of mixed municipal waste generated does not exceed 1.0 m3 per week, in bags for selective waste collection,
4) inhabited in multi-family housing with containers for collecting biodegradable waste in the amount of about 100 pieces in the first year and refilling of containers in subsequent years of the contract, as required.
6. The contractor is obliged to equip the collection points for used batteries and small batteries with appropriate containers for collecting this type of waste. The list of points located within public facilities will be made available to the Contractor after signing the contract. Number of points approx. 80.
7. The scope of the contract includes all activities related to the system of electronic recording and confirmation of receipt of waste from property owners, distinguishing the type of waste referred to in item 1 points 1) and 2).
