The study should provide detailed input on the practical implementation of selected national options and discretions (NODs) provided for under the Deposit Guarantee Scheme Directive (DGSD) in all Member States and to what extent these NODs could be maintained or should be harmonised in the context of a European Deposit Insurance Scheme (EDIS).
The study should cover three elements:
First, the contractor shall prepare a comprehensive overview to illustrate the implementation of selected national options and discretions (NODs) in each Member State. This also includes detailed information on the context to understand the rationale behind the national implementation of each NOD.
Second, based on the comprehensive overview the contractor should analyse each NOD against certain criteria, in particular:
— the relationship of individual NODs with the risk profile of the national Deposit Guarantee Scheme (DGS),
— the impact of each NOD on the level-playing field in the single market,
— the effects of NODs on depositor confidence and financial stability and
— the relevance of individual NODs for the respective Member State.
The assessment should be based on qualitative and, where possible, quantitative analysis.
Third, in the context of a pan European scheme the contractor should discuss options on how to treat each selected NOD under European Deposit Insurance Scheme (EDIS). Pros and cons of each option and possible consequences should be discussed in detail.
