The aim of the present procurement project is to award a framework agreement for the provision, implementation and operation of an interoperable patient portal and services. In accordance with § 21 (2) and (3) VgV, the framework agreement is concluded with a contractual partner as contractor and the retrieval of the concrete services is carried out in each case by commissioning the individual clients on the basis of project-specific project planning (individual call-off).
For the procurement project, 56 hospital operators have joined forces with 111 hospitals and around 25,000 inpatient beds in order to enable the participating institutions to set up and use a patient portal efficiently in a joint approach. The aim is to introduce a centrally operated, multi-client capable and interoperable patient portal for digital admission, treatment, discharge and transfer management for client data management and innovative applications.
In order to implement the procurement project, the individual clients intended, in addition to the use of own funds, primarily to make use of state subsidies from the guideline for the promotion of projects for the digitization of processes and structures in the course of a hospital stay of patients in accordance with § 21 para. 2 KHSFV in version 3 as of May 3, 2021 ("KHZG funding guideline"). For this purpose, corresponding funding applications were submitted by the respective contracting authorities for the funding criteria of § 19 para. 1 no. 2 KHSFV.
The interoperable patient portal must enable digital admission, treatment, discharge and transition management. With the functionalities of the patient portal, the MUST criteria according to section 4.3.2 of the KHZG funding guideline for the funding criterion of § 19 para. 1 sentence 1 no. 1 KHSFV and the overarching technical and interoperability standards according to sections 4.2.1 and 4.2.2 of the KHZG funding guideline for § 19 para. 2 KHSFV must be fulfilled. In addition, the patient portal must offer the possibility of fulfilling the KANN criteria in accordance with section 4.3.2 of the KHZG funding guideline for the funding criterion of § 19 para. 1 sentence 1 no. 1 KHSFV.
The contractual performance obligations of the contractor include:
(1) Support services for the overall project and the project planning, in particular
(a) coordination;
(b) Process and integration support
(2) Development of a central, multi-client and interoperable patient portal in accordance with the technical, organizational and structural requirements
3. Provision and implementation of the interoperable patient portal, in particular:
(a) Implementation of interfaces to the existing systems HIS, Archive and/or PACS at the individual clients, taking into account the selected connection level (1, 2, 3a or 3b),
(b) connection of further TI services and applications, and
(c) Training services during and after the implementation of the Patient Portal
(4) Operations and services
(5) Migration services for moving the patient portal to another data center environment (optional)
For the operation of the interoperable patient portal, the clients provide the necessary services for the operation of the data center. The services of the data center operation are not the subject of the present procurement project and the framework agreement to be concluded with a contractual partner as contractor. The clients reserve the right to transfer the services for the operation of the data center to a cooperation company ("Klinik-IT") to be founded at a later date. Should such a migration to a hospital IT actually take place, the contractor shall provide the migration services required in this context for the relocation of the interoperable patient portal to another data center environment. For this purpose, the framework agreement expressly provides for the possibility of the clinic's IT joining the contractual relationship at a later date.
