Zoning change and project planning and option for overall planning, new building, parish building of Kannelmäki Church

The object of the procurement is the zoning change and project planning of a new building to be implemented in connection with kannelmäki church, including an option for the overall design as a design group led by the chief designer in accordance with this invitation to tender and the attached tendering documents.

The design team includes architect/main, structural, foundation building, HVAC, building automation, electrical, lighting, interior design, acoustics, fire safety, yard design, and life cycle expert tasks. In addition, the design team includes the duties of the author of the energy certificate.

The location of the construction site is Helsinki, Vanhaistentie 6. The part of the city is 33. Kannelmäki, block number is 33127 and plot number 4.

The bidder can visit the site to visit the property. The property will be presented on 8.5.2023 at 13-14:30. Registrations in advance no later than one day earlier for project manager Helena Kajala, who will present the project (contact information in Appendix 2 of the call for tenders Project Description). If the tenderer has not visited the site on the spot, it may submit a tender, but not later rely on factors in the implementation of the procurement that would have arisen in connection with the inspection of the site.

The Kannelmäki church is protected, and with it the planning must proceed in cooperation with the museum authority.

The procurement is not divided into parts, as a multi-vendor model would make it difficult to manage the schedule and coordinate work and would not be value-creating in terms of achieving a target cost level.

The design is done with CAD software based on BIM.

The development options for the parish building, which is banned from use, have progressed to the acquisition of space by building a new building in connection with kannelmäki church.

The town plan designation of the plot is Yk (block area of the Church and other parish buildings). The town plan was drawn up on 16.4.1966. The building right on the plot is 3745 kem2. The maximum height of the highest point of the future parish building, read from the 0 level, is max +31.5.

The parish union has proposed that the parish building, which is at the end of its current technical life, be demolished and replaced by a so-called "parish building". a new building in line with the original plan, which would include not only the parish's own premises, but also apartments.

The current main use of the formula is Un. The plot would remain as Y's main use in the new proposal so that it would be possible to implement the apartments to the extent presented. As a rule, the apartments would be small in terms of square meters and could serve, for example, as employment/rental apartments if necessary. The planners speculated that the zoning change would be implemented in a so-called zoning plan. As an S-formula that would speed up the formula process.

Parking spaces are primarily placed on the plot.

The project planning status programme and further planning must be drawn up in accordance with the client's energy efficiency targets. In the building design phase, the site must be designed in such a way that the building element estimate calculated from the sketches is below the target price of the space programme. The goal of the design is to get a good price-quality ratio, a long service life of the building and easy maintenance, as well as a healthy and safe living environment.

The choice of building materials for the implementation of the meetinghouse must take into account the original building material of the church, concrete.
