The Contracting Authority, including Stavanger, Finnøy and Rennesøy municipality wants to enter into a contract for the the supply and of Hire of educational personnel for nursery schools and before and after school care.

The Contracting Authority wants to enter into a contract for the supply and of Hire of educational personnel for nursery schools and before and after school care. To ensure necessary access to qualified nursery school personnel, the contracting authority will enter into a parallel Framework Agreement with three different tenderers, if there are a sufficient number of suitable tenderers and tender offers.

The providers awarded a contract will be ranked on a list based on the order of which the contract award criteria are assessed. C.f. point 5 in the tender documentation. The assignments will then be awarded in accordance with the list.

A contract for the Hire of preschool teachers and other educational personnel for nursery schools in addition to the municipality's own recruitment and substitute base shall be entered into. The contract cannot prevent the Contracting Authority to carry out temporary appointments in accordance with the Working Environment Act for short-term assignments. E.g. in connection with leave of absence, holidays, etc.

The award of assignments shall be in accordance with the list and for the provider's all time available substitutes. A maximum deadline of sixty (60) minutes will be given, from the request is received until a positive or negative response from the service provider is registered. The Contracting Authority will then be free to choose the provider with the highest ranking.

The provider shall provide monthly statistics containing the scope of the orders not being delivered by the provider.
