1. Problem / Initial situation

From the official traffic accident statistics, only limited information on the causes of accidents, the accident sequences and the injury mechanisms of traffic accidents can be analysed. However, detailed information is required for modern road safety work.

Since 1973, therefore, in-depth traffic accident data have been collected as a sample on behalf of the BASt according to purely scientific aspects, regardless of the police objective.

The characteristics of an accident to be recorded by the survey team are largely described in a codebook. Together with the results of other survey locations, they are stored anonymously in the GIDAS database (GIDAS = "German In-Depth Accident Study").

Results of current research projects describe the necessity of a higher number of GIDAS survey sites and an increased collection of traffic accidents on extra-urban roads in order to set the representativeness of the data obtained for the federal level to the highest possible level. For this reason, two lots will be put out to tender for two different survey locations, with one of the lots slightly increasing the proportion of extra-urban accidents to be collected.

2. Objective/Benefit

The aim of the project is to collect, reconstruct and document randomly in-depth traffic accident data for the survey period 01 July 2023 to 31 December 2025 according to the defined GIDAS methodology.

For the legislator, this type of traffic accident research makes it possible to closely observe the accident occurrence of all road users and to detect negative developments at an early stage. Due to the high level of detail, the data form the basis for the development of new requirements for safety systems and thus the design of vehicle technical regulations, but also for the evaluation of various other safety measures in the road sector.

The aim of the project is to collect, reconstruct and document the in-depth traffic accident data described above on a random basis according to the defined GIDAS methodology (hereinafter referred to as "in-depth traffic accident data"). The survey is scheduled to start on 1 July 2023 and end on 31 December 2025.

The subject of the contract is:

a) the implementation of the survey of traffic accidents as described below for the planned survey period 01 July 2023 to 31 December 2025 and the preparation of the associated electronic documentation by 31 December 2026 at the latest, taking into account the relevant data protection principles,

b) participation in the GIDAS expert groups and the GIDAS steering committee, and

(c) regular reporting on project progress and results.

What is required is a regional, random data collection of traffic accidents recorded by the police with personal injury in public spaces in Germany. The prerequisite for registration in GIDAS is therefore that there was at least one injured person in the accident. The survey is carried out according to a statistical survey procedure which, also taking into account geographical, demographic and regional planning aspects, enables a sample of the population of all traffic accidents with personal injury recorded by the police in the respective survey areas to be as unbiased as possible and thus allows an extrapolation to the federal territory. It should be noted that a later weighting of the collected regional traffic accident data can only partially correct or mitigate distortions in relation to the survey region itself (due to the sample and the reporting system). The basis for a suitable weighting procedure is the delimitation of the survey region along municipal boundaries.

It is therefore requested that:

+the survey area is based on municipal boundaries,

+the survey area does not overlap with the GIDAS survey location Dresden;

+the layout of the survey area is chosen in such a way that obvious distortions in the essential parameters of the accident occurrence (at least location and official maximum severity of injury per accident) compared to the federal territory are avoided. This is to be presented on the basis of the previous accident occurrence in the survey area as well as at federal level;

+the survey area allows approximately 500 road traffic accidents with personal injury in public spaces per calendar year to be recorded and documented with a given sampling plan.

It is therefore requested that:

+ the survey area is based on municipal boundaries,

+ the survey area does not overlap with the GIDAS survey location Dresden;

+ the layout of the survey area is chosen in such a way that the predicted proportion of extra-urban accidents is about 10-20% above the value of the federal territory and, regardless of the location, obvious distortions in the essential parameters of the accident (at least official maximum injury severity per accident) compared to the federal territory are avoided. This is to be presented on the basis of the previous accident occurrence in the survey area as well as at federal level.

+ the survey area allows approximately 500 road traffic accidents with personal injury in public spaces per calendar year to be recorded and documented with a given sampling plan.
