The purpose of the contract to which the terms and conditions of these special specifications apply is the reconstruction of the facades of the Transformer Hall in a circular approach, on the ACEC site in HERSTAL.

It follows the deconstruction work of the annexes of the Halle in a separate market (2021-1806)

This contract was awarded by direct negotiated procedure with advertising in accordance with article 41 of the law of 17/06/2016, the estimated value of the contract being less than the ceiling of 750,000 EUR excluding VAT.

Circularity: This market has been split from the equipment market of the Economic Activity Park and the deconstruction of annexes (2021-1806), in order to give an even more important place to the circular construction theme, through the use of reuse materials.

The objective is to enable tenderers to propose, through their offer, constructive systems and reuse materials that best meet the objectives of circularity.

The award criteria are defined accordingly. Half of the points (50/100) are based on the proposals made by the tenderer, which he will specify in his technical notes.

Social dumping: On the occasion of this contract, the contracting authority wishes to fight against social dumping and social fraud. On June 30, 2017, the SPI Executive Board adopted a Charter against Social Dumping attached as APPENDIX E. By this act, the SPI committed itself to promoting fair competition and combating social dumping.
