The target of the procurement is HVAC and building automation and building electrical design services at the Client's sites.

The duration of the framework agreement is 3 years, after which it is possible (options) to extend the contract one year at once (1+ 1 yrs) for a total of two years.

The planning service's assignments mainly relate to the new construction, modification and improvement of the Customer's power plants, heating and cooling plants, energy storage facilities, substations, switching plants, underground plants and rock tunnels.

The targets of the assignments are 1) HVAC and building automation and/or 2) building electrical design of the above-mentioned premises.

The procurement is divided into parts: 1. HVAC, building automation and 2. building electrical design services.

HVAC and building automation design assignments may also include fire extinguishing system design. Building electrical design assignments may also include security system design.

The estimated value of the procurement is estimated at EUR 640,000 (VAT 0%) per year.

The estimated maximum value of services to be provided under the framework agreement over five (5) years is EUR 3,200,000 (VAT 0%).

The average amount of orders made by the client based on a framework agreement is small repair-related orders estimated at EUR 5,000-50,000 (VAT 0%) per order. Individual orders may be larger. Design services target part 1 about 60% and part 2 about 40% in relation to the maximum value of the procurement.

The acquisition includes joint procurement. Helen Ltd's subsidiaries, such as Helen Sähköverkko Oy, Oy Mankala Ab and Helsingin Energiatunnelit Oy, have the right to place assignments under the terms of the future framework agreement.

The service's assignments are mainly related to the needs of Helen Ltd and its subsidiary Helen Sähköverkko Oy. Helen Ltd's other subsidiaries place orders to a limited extent.

Partial bids are permitted, i.e. the tenderer may offer one or both lots.

Applications for participation must indicate which part or parts you intend to offer. Each part will be compared separately.

The Customer selects a minimum of three (3) suppliers/part for the framework agreement.

Supplier accessibility: The site of the future contractor must be located in such a way that designers have the opportunity to stay in two (2) hours at the invitation of the subscriber at the customer's locations in the Helsinki metropolitan area. Em. because the supplier must be able to visit the work site for a check-up of data, verification of plans, and installation and delivery supervision.

As a rule, the Customer places orders/assignments based on a framework agreement in accordance with the Agreement on the basis of the order in which the framework contract tendering is located. The client has the right to deviate from the order of location when the object to be designed has special competence needs or if the previous design experience of a supplier can be utilised in the design of the site. The contract does not contain a minimum or quantity purchase obligation. The agreement does not constitute an exclusive right to the services provided for in the contract.

HVAC and building automation design includes the design of heating, water and sewerage equipment of plants, ventilation and cooling, and building automation design.

If necessary, the designer's duties include assisting with supervision and acceptance inspections during construction.

The assignments may also include fire extinguishing system design.

The properties are mainly located in the Helsinki area.

In addition to the main distribution systems of normal properties, building electrical design also includes the electrification of instruments and systems, electricity connection, lighting, telecommunications and information network systems, as well as signalling, safety, security systems, as well as integrated and other systems.
