The effects of the corona pandemic are hitting homeless people particularly hard. Many contact points, which normally offer advice and care to the target group, have to significantly reduce their services for infection protection reasons.

Especially in the area of day stays, there is a very significant decline in supply compared to the time before the corona pandemic. As a result, homeless people have significantly fewer opportunities to care for themselves during the day, protected from the effects of the weather.

In addition, homeless people's access to important basic protective measures against infection with the coronavirus (testing, vaccinations, access to FFP2 masks, hygiene, disinfection, etc.) is severely restricted.

It is a facility in a central location in Berlin on weekdays Monday to Friday with possibilities for day stay, care and advice / mediation for up to 300 homeless people daily to operate.

The offer is intended to create opportunities for day stay, care and advice/mediation for up to 300 homeless people every day on weekdays Monday to Friday. A facility in a central location is necessary and of decisive importance. The offer should be open to homeless adults of all genders. Important protective measures against infection with the coronavirus are to be organised at the site: tests, medical services, vaccination campaigns, distribution of protective materials.

Due to the diverse range of offers as well as the intended cooperation with outreach counseling facilities for homeless people (eg gangway, frost protection angel) and the possibilities of central distribution of raised donations, the day meeting forms an important anchor project with city-wide significance for the care of homeless people, and can offer people a healthy alternative to staying on the street. Further services can be docked onto this project, which serve to improve the situation of the target group in the sense of corona protection measures.

The day meeting is intended to ensure a low-threshold offer to homeless people with the provision of a shelter with food (a warm meal, hot and cold drinks), hygiene facilities (toilet, sink) and a counselling and mediation offer. In addition, clothing donations, infection protection products and hygiene products, possibly possibilities for cleaning clothes, possibly corona vaccination campaigns should take place in cooperation with the health department.

The socio-educational counselling should include the following services:

- Initiation and approach of contacts

- Information about the services of the day meeting

- Socio-educational clearing and advice on the development of social services (SGB II, SGB V, SGB XII) outreach work in low-threshold facilities of housing emergency assistance

- Advice on obtaining social benefits

- Advice on obtaining documents

- Advice on health aspects, referral to medical institutions

- Mediation in refrigeration / heat relief facilities

- Mediation in the regular system (accommodation, help according to SGB XII, addiction counseling, etc.)

- Konfliktvermittlung

-Crisis intervention.

All consulting services should be tailored in their intensity to the needs of the individual case and can be provided from information to temporary employment.

The establishment and maintenance of cooperations with consulting projects (e.g. Tria – outreach multilingual advice, Frostschutzengel 2.0) should be ensured in order to reach EU citizens who need multilingual advice.

In addition, cooperation with medical contact points is to take place in order to be able to offer regular initial treatment, medical advice and medical services on site and to be able to react adequately at short notice with infection protection measures (corona / flu). Information and advice on and implementation of vaccination offers.

Location and operating hours:

- central location, good accessibility by public transport

- Space capacity for 300 people plus employees

- Opening hours: Mon to Fri during the hours of 09:00 to 16:00

Staff:

- 1 VZ responsible management and practical coordination. Activity: Guidance and technical support of the advisory team as well as the service and technical supervision; Coordination of the deployment and accounting of personnel and material resources, cooperation with external companies, networking with the coordination office for the Berlin cold aid and other actors of the help system.
