The invitation to tender applies to tank deliveries of light fuel oil (SFS EN590) related to the railway fleet, as well as deliveries directly to locomotives on the Finnish railway network.
The purpose of competition is to form a framework arrangement and select more suppliers for the framework arrangement.
Prices for contractual suppliers selected for the framework scheme shall be competitive for one year after the first contract year at a time to be agreed during the procurement procedure, subject to the terms of the framework agreement.
The aim is for the framework agreement to enter into force and fuel deliveries will begin on 1 December 2022.
All candidates who meet the suitability requirements required by their declaration of participation shall be selected for the negotiation procedure.
The procurement documents and their contents shall be supplemented during the procurement procedure to the final call for tenders.

VR-Yhtymä Oy (hereinafter also referred to as VR) is to tender for the procurement of fuel related to VR's rail fleet to the need for train service.
Products must meet at least the following product-specific quality standards as well as the provisions and regulations adopted by the authorities concerning the products concerned.

The tenderer shall, in accordance with the request for tender to be published at a later date, attach the product information and the required safety data sheets on the product offered. The basic price of the fuel to be acquired should be based on international quotations (e.g. Ultra Low Sulphur Diesel 10ppm NWE CIF). The quotation and calculation model will be refined during the procurement procedure.
VR does not commit to minimum purchases or other purchase quotas. The annual fuel consumption estimate based on the realized consumption of the previous procurement years by quality has been as follows:
Summer quality about 12.000.000 liters
Winter quality about 15.000.000 litres
The total maximum amount of procurement under the framework contract referred to in Article 45 (2) of the Special Sectors Procurement Act for the entire contract period (including any options) shall be 150,000.000 litres.
Competition for the procurement of VR fuel will be carried out by a negotiating method on the basis of which a framework arrangement is established with the selected suppliers. After the first year of the contract, a separate annual mini-competition between suppliers selected for the framework scheme shall be organised and, on this basis, suppliers will be placed in order of precedence for a period of 12 months at a time to the end of the framework contract period. up to.
