The municipality of Joutsa (Y: 0174108-9) invites tenders in accordance with this contract notice and its appendices for the management of school transport and municipal services for a fixed period of 2 years for the semesters 2023-2024 and 2024-2025. The tendering process also includes options 1+1+1 for the semesters 2025-2026, 2026-2027 and 2027-2028.

The contract periods will start on 9.8.2023 at the start of the school semester.

The invitation to tender concerns those transports which cannot be organised using open public transport. Student transport is primarily arranged using existing liner traffic. If the route or timetable of the liner traffic is not suitable for the school trips of a student who has received a positive transport decision, the transport will be arranged as a charter.

Acquisition target:

- transport for schoolchildren, including pre-primary and basic education, as well as transport for upper secondary school students. There is a need for transportation both at the Kurkiaura school in Leivonmäki and at the Joutsa comprehensive school and upper secondary school.

- Service transports arranged by the municipality of Joutsa (take place during the school day in winter, school holiday schedules are agreed separately)

- Transport of sports groups (e.g. swimming pool transports Joutsa-Leivonmäki)

- Possible club transports, post-session transports, and remedial teaching transports

- Excursion transfers during school days

More detailed information on the procurement can be found in the contract notice, the invitation to tender, and other appendices to the procurement documents. The service provider must undertake to fulfil the transport service it provides in accordance with these procurement documents.

The tendering process is open to anyone who has a public transport or taxi licence entitling them to operate the service by the beginning of the contract period.

The service must comply with the regulations of the European Union directly binding legislation, Finnish laws and regulations and the authorities.

- The vehicle must meet at least the requirements of category Euro 4 in terms of emissions.

- The transport capacity must be at least 44 seats with seat belts.

Preliminary morning route:

Havumäki - Leivonmäki - Joutsa. The current length of the route, taking into account the pick-up locations for students, is 41 km.

Afternoon routes vary from day to day. In the afternoons, according to needs, 2-3 different transport routes. Kilometers taking into account the transitions approx. 80-120km / afternoon.

The vehicle is driven not only during school transport, but also during / alongside the school day. Below are examples of what will be included in the days.

- 2 times a week (currently Mon and Thu) water exercise transports Joutsa - Leivonmäki - Joutsa. 42km/day.

- 1-3 routes per week. The lengths of the routes vary, the shortest route currently 23km/time. The longest route is 60km/time. The routes are run 2 times during the day. (round trip and return).

For this item we ask for prices in the form of €/day VAT 0%. The daily price includes 8h+ 300km of driving. For additional kilometers, a price is given in the form of €/km in the form of VAT 0%. The price of additional kilometers does not affect the purchase decision.
