The contract is a service contract concluded under an open tender procedure in accordance with Articles 25, 66 and 67 of Decree No 2016-360 of 25.3.2016 relating to public contracts. It is a single, global and lump-sum market. The contract is concluded at a fixed price. The duration of the contract is 7 months from the date of notification to the holder.

The purpose of the contract is to identify the most successful ERDF programs in the other Member States and to compare them to analyze the factors of success. It is also a question of proposing ways of working for French programs with a view to dynamic programming and an effective technical assistance and coordination strategy both for the current period and for the period 2021-2027.
