Description:
Framework Agreement for the supply of an IT solution covering the functionality of the SIEM/SOAR Information and Event Management System and the provision of other services

1.The subject of the procedure is the conclusion of a Framework Agreement for the selection of the Contractor, which will provide an IT solution to the Units, hereinafter referred to as the “System”, covering:

(a) a solution for managing events and security information (SIEM - Security Information and Event Management), hereinafter referred to as 'SIEM System'

and

(b) a solution for automation and process structuring in information systems (SOAR - Security Orchestration, Automation And Response system), hereinafter referred to as “SOAR System”

together with technical support, Warranty and Services for a maximum total amount of 3000 clock hours, for use throughout the period of the Framework Agreement, including Installation and Implementation Services, Training Services and System Development Services.

2.A detailed description of the object of the order is set out in Annex 2 to the SWZ.

1.The subject of the procedure is the conclusion of a Framework Agreement for the selection of the Contractor, which will provide an IT solution to the Units, hereinafter referred to as the “System”, covering:

(a) a solution for managing events and security information (SIEM - Security Information and Event Management), hereinafter referred to as 'SIEM System'

and

(b) a solution for automation and process structuring in information systems (SOAR - Security Orchestration, Automation And Response system), hereinafter referred to as “SOAR System”

together with technical support, Warranty and Services for a maximum total amount of 3000 clock hours, for use throughout the period of the Framework Agreement, including Installation and Implementation Services, Training Services and System Development Services.

The Contracting Authority provides for the possibility of implementing the System in different locations, configurations and different delivery times during the Framework Agreement, in accordance with the requests made by the Units, so all licenses provided must be transferable, i.e. allow merging, splitting or expanding the System, and any assignment of licenses held between Units or within Units (e.g., in the case of purchase of subsequent licenses) throughout the duration of the Framework Agreement and implementing agreements.

2.The Framework Agreement lays down all the terms of the procurement of the supply and Services, in view of the above, the fulfillment of the contracts covered by the Framework Agreement will be carried out successively, depending on the needs of the Units, after submitting a request for a contract by the Contractor on the request for the order and the choice of the Contractor who will carry out the order in question (implementing procedure).

3.In accordance with Article 134 (2) (7) of the Pzp Act, the Contracting Authority indicates that it will enter into a Framework Agreement with one Contractor who obtains the largest number of points in the evaluation of tenders, on the basis of the criteria set out in this SWZ and whose value of the offer does not exceed the amount allocated to finance the Framework Agreement, provided that the Contracting Authority may increase this amount.

4.Contracts shall be awarded to the Contractor with whom the Framework Agreement will be concluded, without proceeding for the award of a public contract, pursuant to Article 313 (1) of the Pzp Act in accordance with the rules set out in the Rozdz. II, point 2.6. SWZ.

6.The subject of the contract covered by the respective implementing agreements shall consist in particular:

1) Delivery to System Units comprising SIEM and SOAR System and license to use the Software in the quantity necessary to run the System,

2) the implementation of the Design Documentation and the transfer to Copyright Units of property rights and subsidiary rights to the Design Documentation,

3) execution of the Installation and Implementation Services, consisting of installing, configuring the Software and running the supplied System in the IT environment of Units in accordance with the Design Documentation,

4) transfer to Ownership Units of Supplied Equipment (if applicable - if the Contractor offers a solution based on physical equipment),

5) the execution of the Post-Conduction Documentation of the Installation Services performed and the transfer to Copyright Units of property rights and subsidiary rights to the Post-Conduct Documentation,

6) the provision of warranty services and technical support, on the principles laid down in the Model Framework Agreement (Annex 5 to SWZ) and OPZ (Annex No 2 to SWZ),

7) the provision of Training Services,

8) the provision of System Development Services.

7.A detailed description of the object of the order is Annex 2 to the SWZ.

8.The list of Units which may award contracts or for which contracts may be awarded is Annex No 8 to the SWZ.
