The Breitband Main-Kinzig GmbH intends to provide planning and project management services as well as services for the operational support of the business operations on an hourly basis on call to the management, as required, in the sense of comprehensive economic and technical advice for the FTTH expansion in the Main-Kinzig district.
In addition to the general project management for the FTTH expansion in the Main-Kinzig district, the subject of the procurement procedure is all the services of specialist planning in the specifications of engineering structures and technical equipment according to HOAI 2021 for the implementation of FTTH broadband expansion in the Main-Kinzig district on the basis of an operator model. The services include the following aspects in particular:
— support in the application for grants and the entire management of the award process, such as communication with the promoter and other funding providers, preparation and continuation of all documents, management of projects on the funding portals, retrieval of funding, discontinuation of evidence of delivery and management of cash flows,
— Assistance in the preparation, implementation and evaluation of market exploration, preparation, implementation and evaluation of contracts in the areas of operator concession, civil engineering and materials, deadline control, preparation of all related documents, specifications with regard to the network architecture concept of the BBMK, communication with the bidders, project management (management of schedules and reports),
— support in the supervision of the construction project, construction supervision (quality and compliance concept),
— support for on-site clarifications at the construction site, acceptance, defect notifications, escalation management, etc.).
It is due to the planning of a passive conduit and fibre-optic network (preliminary planning, preparation and the economic and technical support of the award of the construction services) and the supervision of the execution of the construction services (construction supervision and property management).
In addition, other special documentation services in the sense of the Federal Funding Programme for Broadband Expansion are to be provided. This includes support for support in the application for grants, as well as advice on award requirements and usage evidence.
The consulting and planning services include, in particular, support for the analysis of the actual situation/identification of cost reduction potentials (identification of existing infrastructures, sharing and co-installation options, consideration of “self-transfer” or transfer by third parties, connection options for mobile communications, Migration strategies), creation of the network architecture on the basis of the existing fibre-optic network, as well as feasibility studies and profitability considerations (balancing of different expansion scenarios, cost and revenue calculations of the operator model, formation of market-oriented expansion clusters, comparison of models and justification of the selection, examination of sources of funding).
The advisory services must cover all the economic considerations associated with the support of broadband deployment. These include, in particular, support for the creation and ongoing continuation of business cases, profitability analysis and auditing, advice and support in accounting and accounting, the necessary enhancements in card and performance development for the operation of the FTTH network, the management of the FTTH network. different funding projects, the formation and dissolution according to passive accounting deferrals, compliance with the funding and state aid framework conditions (in particular monitoring, support for the preparation of annual accounts and auditing by auditors), supplementary and claim management, as well as the factual and objective management of financial statements. computational check of invoices.
In addition, the contractor will also support negotiations with the funding providers and in negotiations on the financing of own funds by investors, if necessary.
The contractor shall rely on the structures and plans already in place in the Main-Kinzig-Kreis and shall always ensure a uniform network standard and compatibility between the network sections and the continuation of the previous operational operation. The legal support of the project is not the subject of the consultation. The consultancy services will be awarded for the entire project period.
