AIR TRAFFIC CONTROL THE NETHERLANDS (ATC-NL) has created the Dynamic Purchasing System (DPS) in accordance with the 2012 Public Procurement Act and the Tendering Regulation for the Utilities Sectors 2013 ('ARN2013' - Procurement Regulations Utility Sectors 2013) to have a flexible route to market for education and training services for its (future) Air Traffic Controllers.

Scope of Supply

There are two Qualifications and suppliers can choose which Qualifications they wish to be part of. The Qualifications are:

1. Initial Training (Basic and Rating Training)

2. Additional Training (Remedial teaching)

There is no maximum or minimum number of suppliers within each Qualification and suppliers have the option to join the DPS at any time. Suppliers can apply to participate in any Qualification that is relevant to their business and there is no restriction on the number of Qualifications a supplier can be on.
