The new building is planned as a three-storey modular flexible administration building on the enclosed grounds of the police academy, Radelandstraße 21. It serves to train police students and will house offices, seminar and training rooms as well as weapons rooms with special security requirements. A building block of approx. 75 m long in the middle is planned. With a construction grid of 3.90 m and an extension grid of 1.30 m, a structured perforated facade with window balustrades was developed. The natural greying of the wooden façade becomes the theme of the colour scheme. The heat supply to the sanitary facilities is decentralized. Take over static radiators and the planned ventilation system supports the heat supply. The training rooms, offices and sanitary rooms are mechanically ventilated and vented. Office spaces will be equipped with parapet ducts on the facade. The lighting is done by means of LED lights.
The aim of the construction project is to erect a modular building with a high level of industrial prefabrication. It should be erected in as short a time as possible. In the present case, part of the planning services were provided by third parties, which serve to prepare the contract to the general contractor/transferor. These planning services include control and guidance details, color and material concepts, and the preparation of a service description.
However, the constructional design is still open, that is to say it has not been established. It is therefore largely freely selectable by the bidder, to offer it in a cost-optimized and time-optimized manner.
A complete building application was submitted for the construction project
as a timber construction with building class 4, special construction.
The planning was largely open in terms of design, so that the decision on the construction material and the type of construction can be made in the award process. The bidder is free to plan timber or steel construction systems as well as hybrid structures or reinforced concrete structures. The bidder also has the choice between building elements (walls, ceilings) or modules (3D room elements).
In order to realize the building, the contractor (hereinafter referred to as AN) must also provide planning services from service phase 5 HOAI, tailored to his design and construction system, in addition to the required structural and technical construction services.
Furthermore, after determining the type of construction by the contractor, the contractor must also prepare and apply for a structure for the present building permit. He must also provide the necessary planning services from service phases 3 and 4 HOAI.
The contractor must provide all planning and execution services, including all ancillary and special services as well as other measures, which are necessary for the complete manufacture of a functional and usable building that complies with public law regulations and the generally accepted rules of technology are necessary, even if they are not mentioned individually, but are necessary to achieve the success owed.
Any requirements arising from the building permit or other, further building regulations must also be implemented by the contractor in performance phase 5.
The contractor must adapt the proofs — in line with their chosen design and construction method — and submit them to the building supervision as part of a complete structure.
The contractor carries out all work, services and deliveries that are required in accordance with the contract on the basis of the contract documents for the turnkey, functional, defect-free, on-time, ready-to-move and operable construction of the construction project.
